Gentlemen,
What is the deal with pirate implants, you would make a sophisticated entrepreneur such as myself decide between maximum attribute boosts or secondary stats?
I believe it is time for the "pirates" responsible for these implants to hire some new scientists and improve upon a years old design.

The reason why pirate implants do not give you the same amount of attribute enhancement as regular implants is due to the fact that in order to make room for the secondary effect subroutines some compromises had to be made.
This is also why they are so expensive and rare, the production process is quite volatile and yields low success rates.
To put it in a way even you might understand:
You cannot have your cake and eat it too.
