So if I come across a pod with a bounty, can I nail him and collect..or is it just for the ship he [is/should be] flying?

the bounty on a pirate is a terrible affair tbh lol
the bounty does not even apply to there ship so if you are shooting them and they level up then you also must destory their capsule.
this is all very well and good but for instance i have one pilot who succesfully graduated from my pirate rehabilitation program and now has a positive sec! now the problem is he still has a bounty on him so that means you will get concord if you try to get that delicious bounty and are not in low sec or zero space

To collect a bounty you need to kill the pod, not the ship.
Having a bounty is not sufficient to give you permission to kill someone. If the person's security status is below -5.0 then they are fair game. If the person's security status is above -5.0 you will incur the wrath of concord. Either way you will collect the bounty if you pop the pod, it is just a question of how concord will respond.

Red flashing pods with bounties in high sec are delicious. Almost like candied apples at a carnival. Only thing is they are quick and in several years of off and on play I have only seen a two or three. The rest of the bountied pods, even the orange ones, will cost you sec status and your ship etc. if you pop em.
