I think that the gaming environment would be more interesting if system NPC's (Red's, Rat's etc.) were able to randomly spawn around the system. Why shouldn't the system NPC's be able to scan your safe spot out and warp in on top of you? Why shouldn't the system NPC's be able to warp to a planet to check for any Capsuleer hanging out at a planet? Why shouldn't the system NPC's be able to warp in on a station and cause havoc to the Capsuleer's coming and going from the station?
Bascially the mechanics would work just like the mechanics for the Faction Warfare do.
Let's say that you are part of the Gallente Federation. Being part of the FDU makes you the enemy of the Caldari State and Amarr Empires. Whenever you venture into either of these two factions empires each of their respective navies will warp in a few frigs cruisers and battleships to force you to leave or destroy you.
The same mechanics would happen with the NPC Random Warp in's. The timing mechanism would be the same for the belts to deter from safe spot mining. The number of NPC's that warp in would be determined by the type of ship present and the number of ships present.
You could sit in a safe spot for days and never see a random warp in or you could be bombarded by wave after wave of NPC ship's at your location.
I think this add-on would make the environment more active as well as keeping piltos on their toes the whole time while they game.

When pirates go to stations their ship goes bye-bye because of the sentry guns located behind, in front of, to the side, above, and below the station.

I think this is semi- already in the game.
-I have found NPC rats at safe spots I have made. Not sure how. -I have at least found NPC rats at moons -I have seen NPC rats on station
In all cases, because they are weakling NPCs they die fast to other people you almost never notice them. |

Yeah fine, but if you're down to 1/4 armor and your enemies show up they get one heck of an easy kill...

This idea reminds me a bit of what it's like flying a ship into hostile hi-sec in faction warfare... The Caldari Navy is chasing me!
lol... seriously, would we really want that with pirate gangs?
Well, maybe if it was 0.0 and for some reason the pirates have sov it'd make sense...
