Where is Zeba, he cant resist a good old Jag vs wolf thread 
Ive always found the Wolf better I find the lack of tracking on the jag a big issue even with a TE, you end up missing alot or getting ****ty hits. The jags one advantage is its speed which can be useful to gtfo but i dont think that makes it better, just better at running away when the time comes.
This is my wolf fit:

Wolves Armor tank, Jags shield tank.
Wolves tend to only fit a Warp scram and an After burner, but can fit more DPS mods in the low slots. Jags can fit AB, Web, and Point, but at the cost of tank. Jags generally don't get the mod DPS boost.
As for which, it really depends on a lot of different factors. Honestly, they are not extremely expensive ships, get one of each and try them both. They seem to be the one Assualt Frigate group where people like both, instead of only one. (look at Gallente, you rarely see the Enyo).

wolf is for DPS and solo...
jaguar has good locking, good speed, ideal for MWD, point and SENSOR boosters

If it is for mission running stick to your rupture, skill out cruiser, T2 guns etc. then upgrade to BC5 would be my advice. I did also go for Assault frig in the beginning and found it to be rather unrewarding. Well, aside acquiring must-have skills in the process and maybe for running plexes with entry limit (cosmos).

Buy five of both. Fit how you like. After you have lost all of them, think about which one got at least two trips or more. Then narrow it down and buy then of those. Fit how you like. Repeat. When you get 3-4 trips on one ship...strip the rest, sell the mods and fit all like the "winner" and then concentrate your skills.

for pve your (best) progression path is:
lvl1: Rifter (-> thrasher/wolf/sabre) lvl2: Rupture (-> wolf/sabre/vaga/muninn/cynabal) lvl3: Hurricane (-> Sleipnir) lvl4: Maelstrom (-> Vargur/Machariel)
*Ships within () are high-sp/experience/wealth alternatives superior to their T1 counterparts sorted from left to right progressing in missions completion speed.
If you want the optimal speedy progression path to doing lvl4's well I recommend: rifter -> rupture -> hurricane -> maelstrom -> vargur And from that point you have a solid basis from which to build PVP (t2 ship) skills. __________________________________________________

Imagine the Muninn having the bonuses of the Vagabond and vice versa. The jag/wolf have that kind of confusion to them. They both need fixing. I would love it if they both got an extra slot as well as a tracking bonus. T2 ships should have more then one extra slot over their T1 counterpart's - especially in the wolf's case where a mid actually gets stripped to become an extra high.
Imagine a 5-3-4 Wolf or a 4-4-4 Jag. Swap their optimal/falloff bonuses. Add a tracking bonus. Adjust fittings. Done.

Hmm. I'd probably add both a Jaguar and a Dramiel to the L1 and L2 lists. Maybe a Firetail as well, though it's just not all that great. And I think I'd reverse the Mach/Varg, but at that point it's so close as to not really matter anyhow.
As far as whether to get a Jag or a Wolf goes, do indeed get both. I happen to slightly prefer the Jag for PvE, but that's mostly because I'm lazy and massively prefer shield buffer tanks (even on, say, a Slicer).
The Wolf is... controversial. The two mid slots limit it to fitting a prop mod and incomplete tackle -- but it can toss out quite a bit of damage. The Jag is undeniably more versatile in PvP even if it doesn't have the same damage potential. Plus, the Jag is very pretty (if that sort of thing matters to you).

I got a better one:
same slot config for both.
wolf gets a 10% dmg bonus to the frigate skill (5% dmg + 5% dmg, kinda like the taranis), falloff + optimal to the AF skill and +5 (or 10) base CPU and +5 grid.
jag gets yet the same dmg bonus on the frigate skill, but on the AF it gets falloff + tracking.
result: wolf deals ****load of damage and it is versatile at the level of weaponry it can choose (proficient in both AC's and arties), and the jag is a proper zomg AC shield buffer speed boat (sorta).
...the jag would probably be somewhat imba like this however... but I'm really not that sure. would require testing. ---

The other point I'd make is that in it's current configuration the wolf comes very close w/ four turret hardpoints and a double damage bonus to the "on paper" DPS of the ishkur and even the enyo. When you look at practical ranges their really is no doubt - it does more damage then the gallente boats. For balance sake I'd argue this as a reason to make the wolf an arty boat.

true, but being somewhat versatile is also good. making the wolf proficient in dealing damage in both short and long ranges would be an interesting option, thus my sugestion in having both optimal and falloff bonuses, because while both bonuses don't benefit one range at 100%, they do help somewhat both AC's and arties.
AC's with barrage could use a bit more optimal, and the arties falloff would be somewhat boosted.
in sum: proficient in both AC's and arties, but not zomgawesome in either. ---

Thrashers only get used for solo-skirmishing or lol-suicide fleets. The entire destroyer class needs to be redone from the ground up. (and as such should not be used in any balancing discussions.)
I could show up for a fleet in a wolf. If I show up in a thrasher they will tell me to go get something else.
