Huh, so you say that Windows Vista or 7 in 64bit uses 700mb more ram than their 32bit counterparts? I have never heard of that and never noticed it myself, tried to find something on the interwebs and could not find anything conclusive. What I can tell you tho is that with current mainstream GPU's using 1GB of vram, the difference between 32bit and 64bit is 1,25GB RAM, so even if your 700MB story is true, you still gain around 600MB on a 4GB RAM computer.
Still find it hard to believe that a few extra 64bit pointers total to a 700MB difference ...

if u burnt out 2 gfx cards in a year its likely your gcards are either getting too much voltage (due to overclocking) or not enough (due to weak power supply unit).
what make & output is your psu that have u got?
also most stock gpu coolers especially nvidia ones are rubbish. invest in a good third party gpu cooler and fan from zalman to fit your new card.

I just checked my Windows 7 x64 memory footprint and it is around 600MB, the x86 version is reported to use around 300MB. So for a regular gaming system you have 1024 MB VRAM + 256 MB System resources = 1280 MB 32 bit scenario : 4096 MB installed RAM minus 1280 MB ( 32 bit limit ) = 2816 MB minus 300 MB ( for Win7 32bit ) = 2516 MB RAM free for programs 64 bit scenario : 4096 MB installed RAM minus 600 MB ( for Win7 64bit ) = 3496MB RAM free for programs 3496 MB with 64bit > 2516 MB with 32bit

First smart post! It aint heat and if the OP is overclocking to the point of burning out his cards OP is stupid.
Power issue... multimeter to the PSU, at the least check the 12 volt rail *WHILE PLAYING A GAME*

Its the mobo or inadequate cooling. More likely the latter in conjunction with inadequate overclocking. 
Or it could be the power supply (or as another guy said, the power going into the power supply). It's possible that the rails providing power to the GPU are bad and is damaging the GPU. ----------

Dude, if you're killing GFX cards chances are it's a heat issue. The GPU typically runs hotter than the CPU even in a cool system. If you've got your computer tucked away in a desk cabinet, get it out. I've seen a lot of people do this. That computer needs to breathe.
Add some case fans. 120mm are nice....relatively quiet. I suggest 2. One blowing into the case, one blowing out of the case. You need GOOD airflow.
