I think I might have made a mistake many years ago when I first created my main.
Apart from Empathy/Presence (Charisma was pointless in 2004) I have all the learning skills to level 5 and all the adv learning skills to 4. Additional to this, I have a full set of +4 implants.
Despite this, my attributes are only:
Intel - 23
Perc - 24
Char - 14
Will - 22
Memory - 25
I regularly see characters on the forums or on EVEBoard.com with some attributes over 30 points, which makes me think I may have made a mistake and not assigned all my attribute points when I first started playing.
I've already made the mistake of wasting my remap BEFORE training the Charisma skills up to get more point to shuffle round 
If I swap my +4s for +5s and train everything to lvl 5, I'll still only have:
Intel - 25
Perc - 26
Char - 21
Will - 24
Memory - 27
Does this seem right?

Thats a total of 123 points.
I have all learnings at 5/5 (except cha which is 5/3) and a set of +5s (except cha which is 2pts), and I have
Int 27
Per 25
Cha 16
Will 25
Mem 25
A total of 118. Adding in the extra 5 points I would get from maxing cha and using a +5 cha implant, that takes me to 123.
So, yours seem about right.

Indeed.
The only way to get some of your attributes over 30 is to remap and put all spare points into one attribute.

Adehlea's math is very solid. i'd just like to note that common specialist remap (base 39 points) is 15 points in primary, 9 points in secondary and rest at 5. that gives maximum primary at 33 (after learnings).
there are really no right or wrong remaps, as long as they fit specific skill plans.

You did not make a mistake in regards to charisma skills.
Training learning skills does not give you more points to remap.
