I was under the impression that the Northern Coalition, NC, controlled most, if not all, of the technetium moons. Now I might be wrong, but if not, what are you idiots waiting for?

Maybe not. Then again, that may be the problem. Embargo = people not buying = prices drop. (That is, assuming the embargo is successful... it won't be).

Are you suggesting that NC simply stop selling their Tech?
I doubt that'll go over well with the member corps/alliances who want that goo money.

NC is full of greedy carebears, they are gonna get that stuff to market as fast as they can, plus even if they did hold out they'd accidentally flood the market as soon as they could sell it again.

I dunno how all the alliances handle it, but I'm a part of a full-member NC alliance, and this is how the alliance I'm in does it.
Mine moon for a month.
Haul goo to Jita.
Sell to buy orders.
I'm not privy to if this is for EVERY SINGLE moon my alliance controls, but I know that it works that way for AT LEAST most, if not all of them.
Conspiracy-craft much guys?

It's true in a lot of cases, my main trade lately has been dealing with a few of these sellers by working out a deal to sell their stock through more carefull sell orders and splitting the difference vOv

Completely serious. Tech moons are controlled by alliance, but corps are assigned to mine them. Since the corps aren't getting any money, and the alliance doesn't particularly care if people set up sell orders or just sell to buy orders, people just haul them and dump them.
