Form your own one-person corporation
1: Find small mining corp (10 or fewer members) 2a: Suicide gank one of them (or a couple of them) or 2b: If they jet-can mine (some do), constantly steal/flip/bait them and be a general pain in the ass to their operation 3: War-dec said corp 4: ??? 5: Profit!!
That's pretty much my business model.

In order and from my experience.
- Yes - No not really unless you are good or get lucky. - Generally alts or rat so you can keep getting in to 0.5s. Or corp. Remember you can have more than 1 character per account and it doesn't take long to train someone that can fly an iteron 3 (2nd account is better though). - Pretty much although the more SP and experience the better you get at it.

The suicide ganking in step 2 is just to let them know you mean biz-ness (internet spaceships and asteroids are srs biz-ness, you know). Having a couple of friends with you to take out a couple of ships at the same time helps to send the message.

In the olden days of lore, there used to be proper pirates who'd be proud of their flashy redness and their -10.0 security status. Nowadays you mostly run into pussies who keep their sec.status above -5.0 and run to hisec whenever anyone capable of shooting back turns up, and hide in stations after every gank while waiting for their GCC to run out.
You can still find proper pirates here and there, but mostly they seem to be a dying breed.

There are other reasons for low sec piracy being less popular than it was: warp to 0 on gates and competition from W-space.
Why get to -2 and beyond and bother with gate guns and all that if consequence free gankage grounds without insta local-intel are accessible from everywhere?
Can only talk about myself but I prefer W-space to lowsec.

W-space doesn't explain why the trend was already noticeable before W-space was even added into the game...
Warp to 0 might be a factor, but most people had the 0-warp bookmarks before, so the change to tactics in lowsec weren't all that great.

All warp to 0 did was push the focus over to catching people inbound to a system. It didn't affect smartbomb camping that much either ~_~

1. yes 2. yes, but you have to make it work out that way. 3. Alt/buy orders 4. No, you need to be smarter than the average bear. Intuition, common (or is it uncommon) sense, a sense of daring are just some of the things you need to be profitable. Also having a thick skin; if you can't take the stupendous amounts of smack, you probably shouldn't be a pirate.
5. I love it. There are a bunch of reasons. Your mileage may vary.

It is fun. It is rewarding mostly satisfaction-wise but sometimes also kill-wise. The risk vs reward can never be balanced out. The scales are always tipping. You get ships and ammo by having a hauling alt. Anyone can do it but it gets easier as you grow older. I was flashy red for 5 years. Can't say I liked or disliked it since it was a part of me for so long it became the norm. It would be like me asking if you enjoy being human.

1. Is it fun? The most fun I have ever had in Eve.
2. Is it rewarding? The experience is very rewarding. I have made more friends at gunpoint than I have anywhere else in Eve.
3. Is the risk vs reward balance out? Only if you're like me and very, very careful about what you choose to engage in order to minimize losses. I tend to make money with my pirate alt, but I admittedly lose out on some fun because of it.
4. How do you get your ships/equipment/ammo? Use a hauler alt on the same account to buy the stuff and ship it in. Or, if you are in a decent pirate corporation, they will help you with the logistics. It isn't too difficult to get what you need if you plan ahead, but it can be difficult to get something that you need Right Now because the low-sec markets are pretty awful.
5. Can anyone do it? And sp wise? Absolutely. Pilot knowledge means more than SP. SP is just something to help you back everything else up.
6. Do you honestly like being flashing red and why? No. I miss gate gun protection when roaming around. There is the cool aspect of being red and flashy, but I'm really practical when it comes to these things. I'm also far too lazy to fix it, because I'll just go right down the hole again... So, I HTFU and deal.

it can be fun it can be boring, some days you get a few awesome kills other nothing comes by. killing faction fit ships is always rewarding, and it usually happens sooner or later minimize risk and the reward usually works out nicely.
make a courier contract and hopefully catch them as they haul the stuff in, if you are lucky you kill them and they drop your stuff, free courier + you get to keep the collateral. worst case they complete the contract and the stuff gets where you wanted it. (or train/buy a transport ship/freighter alt)
pretty much anyone can do it, as long as they have the will to learn. I'd just say don't rush into it first thing. at least do the tutorials and epic arc first. maybe even ninja salvage a nice little cash buffer. the better your knowledge of the game, and/or the abilities (maybe read generosity) of your corp mates the sooner you can get into piracy.

Pirates only mention the whining, because deep inside do they have feelings for their victims. It makes them uneasy and they have to go out and kill some more. And the more they kill the more uneasy they feel, and they have to go and kill again. It is like a death spiral, only it is not the pirate who is dying. --

I'm not a pirate anymore (I moved to highsec since that's where the targets are) but I'll answer anyway.
1) Yes
2) Not really. You can survive off it and buy ships but compared to other activities (grinding, highsec "piracy", etc) it's note very profitable. If you're a real pirate, i.e., if you ransom people and prey on the weak and aren't just a lowsec PvP'er looking for ~goodfights~ who spends most of his time fighting other pirattes, then you can make more ISK but you're still probably not going to be rich.
3) Training a hauler alt on another character slot and shipping them very carefully, or buying BPC's and shipping in the minerals. Frigates (and bigger ships if you're really experienced at flying through lowsec while red) can often be bought at stations in highsec if they're very agile.
4) Absolutely. I got my first ransom when I was a trial.
5) I did, yes, but once I realized that there aren't many good, soft targets in lowsec I went to nullsec and then to highsec where there's marauders aplenty to grief, wardec, and suicide gank.
