Obviously, as with most 0.0 travel, send a scout ahead of you. Heading in via. 3KNK-A in Syndicate will generally be your safest bet, as you'll avoid Cloud Ring and Ev0ke. Once you're in, it's a short burn down to 4C. Ignore the station in D5I, because it's not an ORE station. The main issue here is that it's a pipe, so very easy for people to camp, so be sure to send a scout ahead of you. Once you reach 4C, you'll have two stations to chose from. Note that neither of the stations are insta-redock stations, so, once you undock, there's no going back. You'll definitly need a scout when undocking.
Don't even think about heading to NM, as it's a dead end system with a rather low true sec level, i.e. lots of good rats. This will mean the system (and it's neighbouring system) will be pretty busy with ratters and people trying to kill said ratters.
It is possible to get to Outer Ring via. Cloud Ring. The route is longer and requires you to make three jumps through Ev0ke space. Because it's longer, less people travel that way, so there's less chance you'll see a camp there. Most groups that do head down there are on their way from Outer Ring to Fountain to harass some nooblet renters, so they'll keep moving, rather than stopping and setting up a camp. Obviously, send a scout first, head into Sydicate, over to A-SJ8X, enter Cloud Ring, take the three jumps to IZ-AOB and then burn down the (other) pipe to 4C.
As for ship type ... there are plenty of options. T3's are pretty good with their covert subsystem and bubble immunity, but don't rely on it. A couple of Dramiels on a gate will be more than enough to decloak you before you enter warp. A Covert Ops will have a greater align time than the T3, but it'll lack the bubble immunity. If you use a Covert Ops to scout and a T3 to carry the BPO(s), that'll probably be a safe way to do it.
Your best bet, however, would probably be to team up with a few friends (if you have any) and use a Black Ops. I was helping a friend smuggle a load of BPOs out of a 0.0 outpost he was bubbled into about a month ago. He loaded the BPOs in a bubble immune T3 and used an instaundock to get out the of the station. I managed to sneak my Covert Ops into the system, so lit a Covert Cyno to jump in his alt's Black Ops. He then transferred the BPOs to the Black Ops and jumped back out. Sadly, my Cov Ops died on the way out, but I'd just helped him smuggle about 30bn worth of BPOs out of a hostile system, so he had no problem reimbursing me for the loss :D
Finally, on the topic of mission running ... don't bother. ORE's LP Store is s**t and most of the agents will offer courier and mining missions.
