there will be a 40,000 isk reward and once i get more money ill pay the hunter about 100,000-250,000 isk to constantly podkill him.

contstant pod killing could be construed as greifing, and i'd be surprised if a bounty hunter would do that for so little money.
Get him killed once, and wipe the slate.
It's business, dont make it personal.

If you present a good enough case as to why this player DESERVES to make use of their clone you may be able to interest the type who would hunt said pilot simply for sport.
