I want to find a fit that can quickly and efficiently kill frigates and secondarily kill anything else. Smartbombs are not allowed.
I was thinking maybe a tengu with assault missile launchers, or??? Any ideas?

Ishtar sentry boat with Garde II's, 2 x sentry damage rigs, 3 x ODL and a sensor booster. Instapops pretty much every frig in any lvl 4 from 55km down to 15km

ham anything does both well. TP kind of needed for hams.
Assault missile anything (pita of assault is works best with light standard 5 to get damage and t2 capable, kind of a dead path to follow if not looking to be a crow/hawk pilot though running T2 lights).
AC'd wolf. I ran 200mm, rare was the frig in optimals that lived more than 2 salvos. this the fun way to do it as its fun ride and makes you play the game vice target lock and missile spam. Does cruisers nice and if you pick up the odd ball storyline like I have with a BS in it....bit slow but can grind a BS down.

Pretty much every ship you like with a dronebay of 25 m2. Get maxed skilled T2 Hobgoblins and a ship that gives bonus to drone damage (Vexor, Domi, Ishtar, ...) and your drones will one shot rat frigs.
Personally i have problems targeting faster than my drones killing the frigs, but maybe i¦m not very good at mouse-fu.

my nightmare makes short work of them in most all of the lvl 4's I use it for.
you need to figure out what range you're needing and go from there. gun boat ftw. instapops them with no wasted flight times. --

Which is why I said sentry domi in the first place. The instant target switching is it's biggest advantage. No ammo use being the second.

With Sentries the idea is to kill them while they are still inbound. Once they get close pull sentries in and release a set of light drones. The main advantage being that with a Sentry drone you don't have to wait for you guns to finish their cool off cycle before firing at the next target. Sentries switch instantly unlike guns.
I can kill inbound frigs about as fast as I can target them (sometimes faster since drones will pick targets on their own if I don't assign them).

Slicer will 1-2 shot most frigs at up to 20km, works well for low level missions.

Frankly, it really depends upon the scenario. There is no universal solution. If the frigates are within 8km, I'd say you need T2 light drones or a webber and medium blasters. At medium range, sentries and lasers work. At long range (80+ km), even large rails with tracking computers pop them quite fast. Missiles? Somebody else will give that info...

Depends on the frigate, but a TP and Torps or even Heavy Missiles can pop most frigates in one volley. The exception are the elite frigates, like say a Dire Pithum whatever. In those cases, as has been stated, 5 T2 light drones.

It depends on the range. Destroyers will **** them up pretty fast if they're close-ish. If they start further away a vargur/paladin/nightmare/machariel will kill them insanely fast.

Most frigs need no more than one volley of 5 Heavy missiles. Destroyers go down even faster. With a RoF of 3,6 seconds you will have a hard time starting the missile volley stopping the missile volley, switching target, locking new target and firing again.
With guristas destroyers and non elite frigs you can kill 35 frigs in about 2 and a half minute. This accounts for wasted volleys or a possible second volley needed for a frig. _____________________ <The UFF movement>

Torps with 3 TPs on a Golem: you can blast anything from frigs to bs to pieces.

Anything with t2 medium autocannons. 220's track like mad and will cut any cookie.
