Hello can i ignore all missions level 1,2 and just jump into missions level 3?

Ehm .. you need a certain standing with the corporation that you want to so missions for to get access to L3 agents.
If someone fleets up with you and share his/her standings increase you can. If not, you'll have to grind those standings yourself first by doing L1 and L2 missions.

You would also have to grind the different agent types.
For example, I can get L4 missions from some Security agents, but there are still some L2 agents (Storage, R & D) that still won't give me the time of day.

They must be in different corps, corp standing counts for all agents of the corp.
Faction standing works for all corps in that faction.

If you have a high faction standing (IIRC about 6.7+) you can use all of that factions agents. Exception are R&D agents, as you will need standing with his corporation on top of the faction standing. Plus some scientific skills.

Also, you'll need a certain level of SP to be able to reliably and efficiently complete L3s. If your fitting skills aren't brilliant, you might find fitting a cruiser for L3s is a bit tricky; it can be quicker to jump up to BC, as they have bigger grids and CPU, so are easier to cram guns onto, and they're a lot tougher, too. If you can't fit out a cruiser, you'll probably struggle in smaller vessels unless you've got a very focused and well-developed T2 Frigate skillset, and I imagine that the core and support skills to do L3s in frigate hulls would mean you could do 'em in a cruiser for the slightest extra training.

As to which specific missions, that depends and is largely a moot point as your missions are randomly generated. As a rule, any level 4 mission with the word "extravaganza" after it pays pretty well.
As for skipping straight to lvl 3 combat missions. Sure go ahead. Providing you've got the faction/corp standing to access a lvl 3 agent, the skills to fly a ship suitable for lvl 3s (a battlecruiser), the aforementioned ship and the skills to fit it properly, then you're all good to go.
Having the experience of flying a ship in a mission environment, knowing what to expect by reading eve survival and generally looking before you leap will help tremendously as well.

Note, however, that some people have reported earning a great deal of ISK per hour stacking courier missions in lowsec, significantly more than a marauder pilot who sticks to highsec.
Apparently, this is less true after Tyrannis, since CCP nerfed courier missions or something.

You can "kind of" skip the L1 and L2 agents.
Train social to 4 (to get bigger increases per pop)
Start training connections.
Turn in copper tags and do curior missions at data centers (whatever faction you want to mission for, AND thier allies). Google "eve online data centers".
Do some COSMOS missions for your faction. Google "eve online COSMOS" and add whatever faction you want to run missions for.
When you have standing, return to the data center(s) and turn in some higher level tags.
It is pretty easy to get enough faction standing, when combined with connections to 3 or 4, that pretty much any L3 for any NPC corp of the faction will work for you. L4 is a little more work, but very do-able.
You do NOT have to graind the standings corp by corp, and certainly not agent-type by agent-type.
