What is the highest security status you can achieve with Concord? I know a character who has achieved 5.9 by using a couple of interactable concord agents, but is it possible to get higher than this with the present game mechanics?

The highest security status you can achieve through regular missioning and ratting is 5.0. You can increase it beyond this point by running a couple of CONCORD COSMOS missions. These missions can only be run once per character so you can only get the standings boost from them once. There's an article on the wiki about them.
That said, your security status is determined by your corporation standings with 'CONCORD', not your faction standings with 'CONCORD Assembly'. Therefore, theoretically, you could run the missions an infinite number of times by using alts and then, upon completion, share the standings with your main. This would allow you to reach a security status of 10.0.
It would take some time, though!

Standing can be raised above 5 by also killing officers (not commanders).

Your sec max's at 5.0 assuming missioning only as said. But there are faction/commander/officer rats as well. It is my understanding that they can boost your sec status beyond 5.0 up to the absolute max of 10.0. As a practical matter, it's rare to even see someone with 5.1 sec status. You gotta be a hardcore carebear to get that.

IIRC, it was once possible to reach 10.0 sec status through ratting and missions, so there may also be a few older characters out there with a 10.0 sec status from those days. ----------

When they lowered the ceiling from 10.0 to 5.0, they reduced all standings with NPC corps by 50%. Anyone with 10.0 had their sec status dropped to 5.0.
Anyone you see with a sec status of over 5.0 has reached that point by killing faction / commander spawns or running the CONCORD COSMOS missions.

Another is "Apostolo" he has 9.97 but his details on Eveboard are password protected.
I have 6.1, gained from the Concord agent in Mandoo and the other near Jita, forget his location.

I trained the skill - Fast Talk - to level 5 and when my security status reached +5.00, I went and completed the 2 Concord missions and now have +5.85 security status. I also talked with another player who did the same thing and he also only got up to +5.85 security status. I guess the only thing left to raise it up even more would be to kill Officer NPC's.

What I'd like to know is, if you run this in an unprobable Tengu, can someone still find your mission? Is the site there for all to see, or do you get given a mission and someone has to scan you down?
Secondly.... are there any other ships that can be made unprobable that would be able to run this mission?

Nope.

There are unprobable Lokis as well. Those are the only two I've seen first hand.
