This is because there have been a few posts in quick succession asking about the ships and devices in this forum. I certainatley don't claim to be an expert but I think the following information is a good start. Please contribute any other views and opinions on their use if you think it is welcome if it will help those in search of answers (tactics, fitting suggestions for ships etc).

EDIT: I hope that those I have quoted don't mind. thought those points might be pertinant to someone getting into the sneaky beaky business

All three types of cloak operate with the following rules... -When cloaked, you cannot be seen visually, on scanners or by probes. -You cannot cloak when locked -You will be uncloaked by objects within 2km proximity (sometimes doesn't work with gates but that is a bug), and can be uncloaked also by smartbombs exploding in range of you. -There is a "re-cloak" waiting time of 30 seconds once uncloaked. -If you jump through a gate, that "re-cloak" time doesn't count. You can double click in space to come out of jump-cloak, then immediatley activate your cloak and dissapear again -You cannot operate any modules while cloaked -If FoF missiles are fired at you and you cloak, the missiles become useless and will not retarget you even if you uncloak again by accident. -There is a Time penalty that restricts lock time on uncloaking
* 10 Seconds for the Covert ops cloak
* 20 Seconds for the improved cloak
* 30 Seconds for the Prototype cloak
These times can be reduced by increasing your "cloak" skill level.
The covert ops cloak has a 3000cpu fitting requirement that realistically prevents it from being fitted to any ship other than covert ops cloak due to the ships bonus (92% reduction at lvl 1, 100% reduction at lvl 5). With it, you can warp and have no speed restrictions while cloaked, and no scan resolution penalty once your time limit for locking has passed.
The T2 improved cloak has all of the above restrictions but also means you can only travel at 25% of your maximum speed (cannot fire afterburners or mwd remember) while cloaked and has a scan resolution penalty of 40% which means that you take longer to lock a target. It requires 60cpu to fit and 1mw power grid.
The prototype cloak also has all of the above restrictions but the speed restriction brings you to 10% of your maximum speed and the scan resolution is 50% meaning an even longer time to lock a target. It requires 30cpu to fit and 1mw power grid.
There are named cloaks which have various benefits and you can see these at this link Cloaking Devices
The use of the Prototype and Improved cloaks, as said before is usually kept to defense (where you cannot run and need to hide but dont have time to safespot, or want to safespot but dont want to be discovered by scan probes or lucky hunter). They take a hi-slot so those on the offense (defending home territory, not planning to hide) tend not to bother, but lots of inty pilots use them to scout at gates with. They come into their own with cov-ops ships with the specialist cloak for scouting, but their cost prevents the majority of cov-ops pilots acting offensively even though they (covert ops ships) can make good EW platforms.

This leads me to believe that the timer for 'sensor recalibration' has actually to do with when you can acquire active target rather than when you can begin to lock a person, since I can actually have someone locked about 5 seconds after dropping cloak, which is comprable to non-cloaked frigates getting their target anyhow.

I to have experienced problems recently having to decloak from gate before been able to cloak ? and also not been able to jump at a gate havng sneaked up to it with cloak on anyone else had that? is it a bug or nerf

1. You cannot activate any modules while cloaked, and this includes the "just jumped" cloak. To counteract this you should double click to move in space, as soon as you have done this, activate your cloak. The transition from "jump cloak" to "module cloak" is very quick but you can be seen on overview for a moment, and if the baddies are switched on, they may get your general direction and head to you to try and uncloak you.
2. This is a bug but its more to do with game mechanics as I understand it I believe it is called session change, where the game cannot recognise a new "state" so soon after another, much like not being able to change ships straight away in a station. To counteract this. Approach the gate but with auto pilot off. As you approach the last few meters before you are decloaked due to the gate's proximity, manually decloak. When the graphic has updated and you are completely uncloaked, jump thru the gate manually or turn auto pilot on. If you are using bm's then decloak as soon as you can see the gate, or before, and turn auto pilot on, that way you are not trying to jump while cloaked and the jump is seamless.

a) Any object within 2km of you will decloak you no matter what type of cloaking device you have. With gates it is sometimes bugged and you can go right up to the gate, but if that happens you're prone to the session change bug. (must decloak, wait a moment, then jump thru the gate)
b) You cannot jump thru the gate cloaked. You can warp between gates/bookmarks/stations while cloaked if using cov-ops ships with cov-ops cloaks fitted however. No other cloak gives this and only the cov-ops ships can fit it.

i'd like to ask a question.
when using my covert ops frigate, i noted that i couldn't cloak when someone had merely begun to target me. has this changed? do cloaking ships now have the ability to cloak as they are being targeted by others, npc or player?
someone mentioned using a cloak on an interceptor, and mentioned that it gave them plenty of time to cloak as the frigates take so long to target.

I dont think thats true. I caught and killed a guy recently who was ninja mining in a mammoth with a cloak. When I asked him wtf he would be mining in a hauler with a cloak as you couldnt cloak once someone started to lock you, he said it had been working well for him all day against both players and NPCs, that as long as he activated the cloak before they had him locked all the way it still worked. I havent tested it myself but the only reason I was able to get the guy (according to him) was that I had a really fast locking ship and he was slow to see me come in and start locking him.

So if used for PVP you need to surprise someone and be sitting in ambush, decloak and then wait for ages to get a lock and activate your modules? Have you got any time spans for the improvements in lock time on ships other than the covert ops like a battleship for each level of cloaking skill and any other relevant targetting skills? Just to see if its a viable option. Cheers.

If you are in a Covert Ops Ship you can lock at a normal speed however its only a frigate so its not much good for ambushing however I was chatting with a player at one day and what he did was he warped to a belt with carebear miners,they warped off he moved to their cans activated his cloak waited for them to come back and try to take the ore,he hits them with smartbombs and FOF missiles till he locks them and then finish's them off. Will a covert ops cloak prevent you from being 'scanned' by customs etc. when carrying illegal goods. Will the momentary uncloak while going into/out of gates allow them to scan your cargo?

I have found Cloaking Devices to be extremely useful tools of PvP. My little corp is a complete stealth corp. Cloaking devices are required modules for all our operations. Many of our tactics depends vitally on this module being fitted. ------------------------- CEO of The Establishment |

The first poster is incorrect. It's only when LOCKED can you not cloak. The second is confused, as in this case targeted in the text means locked.
You cannot cloak while LOCKED. You CAN cloak while someone is TRYING to Target/Lock you. This confusion is often because people THINK that yellow box means TRYING to lock, it does not, it means you are TARGETED/LOCKED/TARGET-LOCKED (these three things mean the same thing here). There is NO indicator when someone is TRYING to lock you, only once you are successfully targeted/locked/target-locked.

You cannot activate ANY module while cloaked. This includes activating the cloak module while you are cloaked after the jump through a gate.
Any module you have active (save the passive modules and the cloaking module of course) will go off as soon as you cloak. The effects on a target may remain.
You cannot target anything while cloaked. You lose the target as you cloak.
You cannot reload ammo (unless they changed it in the last patch), though i think you can unload it.
Things you can do while cloaked with any ship/cloak module except where noted: -stay where you are (important for when your friends warp to you) -turn and move (speed dependant on cloak module, ship type, skills) -warp, only with covop cloak. -USE THE SCANNER (good to see if there are any baddies on the gate, f. ex.) -Have scanning probes working. You need to decloak to launch them, but can cloak afterwards (gotta be farther than 2 km.) -You can OFFLINE a module while cloaked. You cannot online them. (The offlining may come in handy when cloaked after jumping a gate, in case you want to turn off a MWD to avoid getting targetted before you warp) -Of course, use any of the game windows as market, map and stuff (i got asked once about this so there you go, just in case. )

Just to confirm what others have said...a cloak will work if someone is attempting to gain a lock but hasn't done so yet. In extensive tests with corpmates and teamspeak, this has always worked.
Part of the problem is the autotarget back feature...this does not kick in until you are LOCKED by an anemy, so people who think they are BEING targetted when this activates have in fact ALREADY been locked. --- Ha! Vote me for top forum ***** |

Question - is a stealt bomber classified as a covert-ops frigate?
IE - can a stealth bomber fit a covert-ops cloak? (and so be able to warm while cloaked) -----

Im new and jsut started becoming active int he forusm so hi guys ^^
On to the point, Ive been specializing in covert ops and electronics ever since i started. and a while back i noticed that when in a Nemesis, i can begin to target soemthing imemdiately after uncloaking, but while in any other ship, the targeting delay pops up. is this a bug? is it true of all stealth bombers? or is it just somethign everyoen alreayd knew?

Wow, necromancy for sure. Will have to try and get back into the business and update this thread.
I think that stealth bombers have been adjusted so that they are unaffected (at least in part) by the lock delay penalty (sensor recalibration time) on the "lesser" cloak devices. This was done because if they had to wait to be able to fire then their designed use is untennable and they'd be useless. They cannot use covert ops cloaks of course which have a much lesser recal time. (10 seconds before skills).
In other ships, if you attempt to lock something and the lock would be achieved by the time your time delay penalty runs out then your lock will be successful. Your "cloak" skill of course, also affects how long you wait till locking targets can occur.

Still a good info post, though.
Only outdated stuff I have seen is that the covert ops cloak is now 10.000 CPU (perhaps you could fit it with 3k cpu and some crazy officer mods on an indy *shrugs*) and the ship skill reduction for cov ops/force recon is 96-100%.

Just found this out yesterday...
You can't use a cloaking device if you have a cynosural field generator equipped, and you can't use the cyno gen if you have the cloaking device equipped. Doesn't matter if they are online or offline. On a side note, you can be locked now after setting up the cyno field while you are waiting for it to expire.
Couple of other things...
I learned the hard way that corpses will break your cloak as well. Be sure to have Bio Mass selected in overview.
Finally, it appears that the Devs are fixing the current bug with cloaking devices. Currently, you are unable to cloak whilst being targetted. I sure hope this does get fixed this Tuesday.

It tends to be a safe asumption that a ship is a Cov Ops ship when said ship is listed under the Cov Ops catagory. 
But no, it can't be fitted with the Cov Ops cloak, just the improved or prototype.
