Yes, this really needed another thread.
Also, no, you really dont. HD2xxx will remain fine on low settings (most laptops less than like 4 y.o. have this), 4-series will be fine for high settings (very cheap).

Not quite true, my machine is a victorian era coal fired machine that only does SM2, thanks to this thread I know in plenty of time that it'll need an upgrade.

PR failure would be thinking, that you can avoid negative feedback by not telling people about the changes. It's not like you don't notice, that you can't log on to the game anymore. The people affected would just be even more ****ed off and CCP's underhanded tactics would also **** off people who would otherwise not care or be affected by the changes. It really is the least painful method to just say what changes are coming in advance, give reasoning for them openly and swallow the bitter pill of any negative backlash.

For the most part here no problem. If I just want to change skills without undocking though I will sometimes use my old laptop, and that'll not be possible. It'll be inconvenient for me but hardly the end of the world.

I have to agree. Development should be 1 step ahead of the actual installed base.
Taking a look at this it's quite clear what people are using.
Will we ever get an eve survey for hardware?
