Why not...
1) Prevent characters <7 days old from entering <0.5 space? For the protection of new characters, and also to prevent n00b scanning of fleet battles.
2) Prevent characters of <7 days old from engaging in PvP action.
Just my 2p.

i dont get it...
scout alts are usually older than 7 days. All u need is to create an alt, shove him in a shuttle, wait for 7 days tada your in <0.5 hey the guy doesn't even need to be active

This would not be advisable because it would limit the movement of newly created characters. Granted, new players shouldn't head out for a foray into <0.4 when they are not "adequately" prepared for it, but they should not be restricted in their choices. The drawbacks of such a limitation would outweigh the benefits imho. We're not ever going to get rid of alt-spys either, 1 week pvp/lowsec space limitation or not.
learning how to deal with danger and the different threats in the game are part of the EVE learning curve for all new players. Sometimes the first lessons learned may be a bit harsh and cause anger/grief, but thats part of gaining experience - learning by doing.

I've a couple of market checking alts and hauling alts I'd be sad to lose, but the suggestion of one character per account does have its merits.
Edit: And I use alt scouts now and then, but when I do, they are labled and I'll confirm them if asked.

How about this:
Players in Noob Corps cannot shoot in 0.5+ unless they are shooting someone who is criminally flagged.
This would not solve the problem completely, but it would at least force the alts to join a corp that could have war declared on it.

And what will you do with all the legitimate second and third characters that people have trained skills in? Delete them?

Not only that, but those who abuse alts, will simply abuse second/third accounts.

With CCPs LEarning skill method u never should have been able to make alts..

Alts are good and bad but somehow i just see bad right now.

All this means is that CCP needs to give us ways to hunt, and hide from each other in ways that alts can't readilly penetrate.
The whole concept of bookmarks, bookmarkable space, (and unbookmarkable space) and forms of radar detection needs to become far more elaborate. The only way you should be able to predate upon others of course is if you somehow put assets of your own at genuine risk. Like deployable radar installations that scan short ranges (planetary disk range?) with long onlining and offlining costs. Of course you need to give players a reason to be there too..

Um no, I was flying around 0.0 on day 3, I would have been really mad if I had to wait to do that.
