So I have been trying to pirate for about a week now, but havent been able to drop in on a single target yet. I use the scanner and narrow a target down to one belt (i use the 5 degree scan on the belt icon) but they are never there, I literally havent seen another ship in my overview since i entered low sec space.
are there better places to roam than others, am i doing something wrong, or do i just need to be more patient?

The D-Scanner is still not always 100% reliable as you have to account for distance. Is there something else past the belt? Are they at a POS?
Next time that happens, set the distance on your scanner approximate to the distance of the belt. If it drops off scan its past the belt.
Are there wrecks at the belt? Maybe they are just moving on?

Depends. A lot of lowsec is really, really empty. Patience is great, but some areas you really won't find anything.
If you're feeling ballsy I guess you could head out to some FW zones and try catching people running plexes. They're certainly a lot busier.
Even better, you could try finding a pirate corp that's willing to tutor a newbie. there's certainly a few about.

What I would advise is the following. Use dotlan to view the area that you are roaming in. Decide where you are likely to find targets. Each asteroid belt is near a planet. So if a planet has 5 belts, they will all be near that planet. So a scanning BM 1 - 2 AU from that planet will give you a very accurate result using the dscan on 5 belts.
Limit your roaming area at first, so that you can setup these BM's. It's alot to do it to every system so you will have to decide for yourself if it's appropriate or not to do this.
Some people are amazing at using the dscan. I am not one of those people but Riva Marko's video has oodles of good advice. I highly recommend that you watch the other videos on his channel.
Just remember to kick up a slice to him when you succeed ;-)
I remember how astonished I was when I FINALLY managed to pinpoint a ratter to a belt in low sec.

Thanks alot for the advice guys. I did manage to track someone down but they were at a mining station and i didnt know it would immediatley blow me up. sitting at 12367 isk and no ships but with some renewed hope!

The life of a solo roamer in low sec is not an easy one, but can be the most rewarding.
Remember that not all low sec is the same. You have certain well known systems full of pirates, Faction warfare people and anti pirates. Other areas are pretty much dead with no activity at all. If you scout around however there are areas with reasonable traffic and not overrun with outlaws.

My 2 cents:
- You shouldn't need more than 2 minutes per system to determine if there's someone to kill or not. You can scan while warping. Max scan range is 14.35AU (2147483647 / 149598000).
- On average, when I'm out soloing in a frig, I get into 1 fight where someone dies (so that's not counting all those times when I'm just trying to get people to engage me) every 45-60 minutes.
