Cruching a few numbers, base on current market prices, I estimate that the Price of a Noctis will be over 40 million ISK. And that price doesn't include the clearly justified "Value added" cost, which could boost the price another 10mil or so.
You think the Noctis will be flying off the shelves at 50mil isk? Or will people stick with that freebie-Destroyer they got for completing the "Advanced Military" Career path?

i'd expect to see prices in the range of 80-100 million or more the first few weeks after it's out. just the nature of things. look at what the t3 market did.
if i manage to sneak in and out of 0.0 to snag a bpo, i'll probably sell them for a couple million over cost. just to help recoup the cost of the bpo. when things get overly competitive, it'll go into research.
destroyers work ok for salvaging, better than most anything else, but they weren't intended as a salvage boat. they became the go-to boat for cleaning up after missions because of their speed, 8 high slots, decent carrying capacity and low cost. but it only locks 7 targets depending on your fit.
the baseline stats for the noctis look pretty good. with some cargo expanders or rigs, it should be able to clean up any mission in one trip, should be able to tractor in everything without having to move much, and it has those nice bonuses. all in all probably much more efficient even though it costs a good deal more.

Long term I can't see them going for much more than mineral cost. It not a ship that is going to get blown up very often (after the novelty of suicide ganking them wears off), hence low demand after the initial rush.
I think they will see a lot of use though. The tractor range & speed bonus gives it a huge sanity preservation advantage over the destroyers.

I think that players who already have salvaging boats and who run lots of missions or plexes or anoms will jump into these things with glee, due to the bonuses that will speed things up significantly. Prices will level after a while (look at the Orca as a recent example) until people are selling them under mineral cost and losing money.

in wormspace, when doing c3 sites, our drakes were usually fitted with a salvager. we'd have a caracal set up for unlocking the codebreaker/analyzer cans. and for the wrecks way out there, i set up a destroyer as a tow truck.
5 tractors, small hull rep, small armor rep, cloak, 3 cap rechargers, a burner, and a warp core stab in the low. on a cormorant. the reps were for drone repair. sleepers love to damage drones.
worked pretty well.

And do the math, a comparable salvager is a salvage rigged BC (or a BS ), for less efficiency.

Hulks sit around in belts, cost more than their insurance value and their pilots are sometimes dumb enough to fit with expensive toys. Hulks are mostly ganked for entertainment, with the chance of a tasty drop. The Noctis won't be so easy to find, plus will be covered by insurance and probably fitted for pocket change and consequently not yield the 'tears' the gankers covet so much.

At the last meeting, the Cartel decided the average price would be 84.87M for the first 8 days, then it would be gradually scaled down over the next 35 days to arrive at the long term average sell price of 51.35M per ship.
