I'm honored ot have been given this chance to run a station, and will do my best to make it run tax free and open to everyone for as long as I can

Hmm this is interesting news.
I think im going to move my old toons jumpclone in there, should make some interesting times ahead of us all.
Wish all best for Chribba for this endeavor, may you hold that system long and spread prosperity in region. May those ho want to take it, fall under their own swords.

So, what's the actual plan for the thing? Just allow universal docking without tax? Old style ISS style docking fees? Something else entirely?

The aim is to have it open to everyone, with as low taxes as possible, for everyone to use as they please - at least as long as it under my control.
No docking fees, no restrictions to standings etc.

If you never deny docking to anyone, this is not going to end well. Too easy for a dedicated griefer to just anchor dozens of bubbles around the station daily.

Chribba has sov, but that doesn't necessarily mean that the entire area will be complete chaos. For every "griefer" that puts up a dozen bubbles on the undock ramp, there will be another dozen "griefers" who will blow the bubbles up just for lulz.

I brokered the deal. Here are the facts:
We intended to gift 9UY to BDEAL because of all your help during the provi civil war. Thanks again.
We found out that provi intended to turn around and sell 9UY to Chribba. It's pretty awful to sell a station that we just gave you without telling us. Especially since 9UY was ours, in every sense of the word, since we built it years ago and just recently took it back from CVA.
But having Chribba own 9UY and run it as a freeport market hub was a fantastic idea (props for that), so we decided to cut out the greedy middleman and sell it to him directly on the cheap (far less than the number you quoted). Chribba told us that provi was going to give it to him for free, which surprised us, so we did the same.
I wish Chribba the best of luck in 9UY. The system is perfect for a market hub and letting a neutral party hold it should reduce political tension. At least until somebody gets greedy and tries to take it. 
For the record, I'm not bitter. I just get very annoyed when I see people lying through their teeth about stuff. My corp was going to take the 9uy station and turn it into a free port the moment we found out that BDEAL was going to get it. When I found out chribba was interested. The first thing we (BDEAL) said was, Awesome!, We have a great amount of respect for chribba and honestly felt if anyone should hold the station and could do anything with it fairly. It would be him. There was never even a thought of selling the station. In fact the only people who ever mentioned any prices or selling of anything was D'K when they tried to get chribba to buy it for 30 bil isk, To which we told chribba to decline because we were going to get it one way or another.
As far as the rest of provi's intentions. They had little to do with anything other than uniformly agreeing that they wanted chribba to have the system, and making the suggestion to us. You guys of all people should know that BDEAL is not the type of alliance to go around trying to **** anyone over. :/

Also right next door in H6 is the 'Agony Freeport' which also has a very open (not quite everyone but close to it) docking policy.
Note: Agony will still shoot you but docking is, for the most part, open.
