Does it have any real uses in pve? If so what would be some good fits for what level? If not..then sorry I wasted your time.

The flycatcher is an interdictor - used for dropping interdiction spheres in null sec space. its a very effcient frigate killer, but not much beyond that. Dont use it for missions as it would be a waste of isk for its special role that would neber get used.
In general you want to use the following for missions:
level 1 missions - frigate level 2 - cruiser level 3 - BC level 4 - BS

As far as I'm aware, PvE seems to be largely about isk/hour. Normally a heavy heavy DPS ship is ideal for that in like level 4 missions, ratting in belts, or even exploration in complexes and the like.
I don't think there are any NPCs that need to warp out that you'd need to catch, so ships like interdictors would not end being too useful as a large part of their role is missing.
I've tried looking at Interdictors for PvE, but you're probably better off with Assault Ships as they are more durable, and I think push out more DPS usually. It could be fun to play around in one, but they don't often seem like a upgrade at all combat wise to Tier 1 Destroyers.
Otherwise large battleship like ships for efficency is what I suggest

As far as the caldari line goes, the flycatcher is much more capable of ****ing **** up than it's t1 brother. If you have the money to spend, go for it.
As for fits, look around. I'm not a caldari buff but something like
8 light missiles some form of shield tank, ab, target painter fitting mod or damage mod

Do rats run from mission sites? Answer: No Do you need bubbles in missions? Answer: No Conclusion: You dont need flycatcher for missions.

There is no 'm' in interdiction sphere launcher, so it's not mandatory.

Yes, the flycatcher is quite apt for low level missions. I can't promise it's the best ship there is for it, but it's up there among them.
Problem with other ships for running low level missions is the locking time, the rats will be volleyed by pretty much any ship, be it a turret or missile ship, but the flycatcher lets you use FoFs, and not only that - it gets 6 launchers which means you'd have to go tengu to get the same rate of fire. And when you do you lose speed.
On top of that - and this part I'm really not sure of - the flycatcher might be able to access missions larger slower ships cannot, such as worlds collide level 1.
It's not a good choice to train for it to do missions early on, but once you can fly petty much any ship there is flycatcher is one of the absolute top contenders for low level missions. I personally used to do quite a few both plexes and missions in a sabre mainly because I at the time couldn't fly a flycatcher and it was a darn lot faster than ishkur and other similiar alternatives.
Oh, and you might want to look into faction frigs, who were also not around in their current state last time around. Parrots, commence!
