When I could still roam high-sec without the police chasing me (and was in a good mood) I would help out a nub or two. Usually it would be someone in militia who had just started the game and obviously didn't know how to make ISK or fit ships properly (I'd know because they'd be asking questions in militia chat about how to make ISK and I would check their KB).
I would fleet them up and make them work for their ISK by taking them along on generic lvl 4s. Depending on what they preferred, I'd let them take an active part in killing the rats (usually the frigates) or let them salvage/loot behind me... all the while I'd explain some game mechanics/fitting styles to them and steer them towards an interest. If they did a good job (and they were fun to chat to) I'd give them about 10 mil ISK or so and let them keep any of the aforementioned salvage/loot.

Never randomly.
If I get talking to a new player and they start asking questions that flags them as having potential, i'll let them tag along on whatever isk making venture i'm on.
Anyone unwilling to work a little for their isk is just an alt trying to make a fast bucck or 2.
I suppose this must be my sig. I'll do something cool with it eventually. |

I've helped out a few new players in game one way or another but ... there are a lot of new players ... so I don't go looking for people to help.
My own playing time is limited ... and my funds are limited because of that ... so I don't have money to just be handing out to everybody.
Mostly ... what I'll do - is tell them how they can help themselves.
How does that go?

No, there are plenty of people who 'randomly' give isk or do so at the drop of a hat I'm not joining that club. I'd rather help out someone who's trying to figure things out themselves and shows they've been trying and are interested in learning more.

If I'm bored and I want to see who's paying attention, I give away small amounts, usually a million at a time, just for replies in local or help or other channels.
If I get talking to a newbie and they're local I'll invite them to tag along either to just look at or salvage a mission or two.
If someone is short of cash but is interesting to chat to I might give them a few more.
If I get to know someone new to tha game well I share all kinds of things. I have a stock of skillbooks, mods, ships and ammo in my home station purely for giving away.
If someone I don't know asks me, or anyone, for ISK, appropos of nothing, i give them... Mothing, nada, zip, except a boot up the backside and a gentle request to eff off. There is no need for begging.

He was working on ship skills for missioning, and he was about a day away from sitting himself into a Cruiser so I bought him a Caracal and 5x heavy assault missile launchers, then told him he had to use those missile launchers.
The thing is, these don't fit on the ship without training up some skills. I was basically giving him a lesson at the same time as giving him free handouts. That way I could help him get into a 3.5mil without turning him into a beggar.

I've given ISK to new pod pilots as well as ships and implants, but not randomly. In nearly every case, the player was gone from EVE within a week to a month later.
I don't give stuff out anymore, though I still do provide all the free advice one can handle.

Also, it they make a mistake due to lack of knowledge or attention in their early days, I will probably repay them. An example of this is someone who invited me to a PC and didn't notice that my CSPA charge is set to 1 million ISK.

I've done this a few times. It's no different than paying the toll of the person behind you on the turnpike, or paying for the coffee for the person behind you in the drive-thru. Just fun for giggles. Gives the person something to talk about later.

I've given away millions of ISK for no reason, quite randomly, a number of times. Sometimes responses in chat interest me, or it's a total newb asking Day 1 kinda questions (like I used to), or whatever strikes my fancy or mood or whatever at that moment. It gives me a fuzzy warm feeling to help someone out, or I just like to mess with their heads a little.

I've done it a couple of times.
One I remember was that I saw a guy mining in a rifter fitted with a mining laser in amongst his guns. I saw it, and remote bought a Burst, mining lasers, upgrade and cargo expander and contracted it to him in the same system.
He couldn't believe that I was just giving it to him, no questions asked.

When mining I'd see a newb pecking away at some veldspar, check out his/her bio, and then send a million Isk their way. I'd then convo them and say "check your wallet".
I remember when I had mined in a small mining frigate trying to get enough to upgrade to a better ship, so I admired these new players doing it the hard way as I had done.
Usually they would say "Thanks a lot" and then flit off to buy that new ship or whatever they were itching to obtain.
Didn't expect anything in return, haven't the slightest if any of them stuck with the game.
Haven't done it in awhile, as I don't mine much anymore.

A couple times back in hi-sec I've fleeted up with a couple players once I got my mining cruiser. They were all jealous of my one Mining Drone 1. I'd split the profits evenly, despite them mining a fairly small amount.

Randomly on merit. Usually not if they ask. And it's a 1 mill limit so only for really new players.

If they are in my corp or show apparent promise I'll sent them 10 mill and tell them to invest it on decent skills/stuff so they can earn the next 10mill on their own.

When I was a member of the Eve Uni, I was the recipient of a couple 10mil gifts. Generally when I was asked about my plans (short and long term) and mentioned that I was trying to get ISK up for this item or that ship, and stating that I was missioning or mining to get the money together.
The only stipulation that I was given was that I do the same for others in the future. I have and will continue to do this when I find someone deserving (no beggars). I add in the same stipulation.

When I was a noob and a MOA seemed very expensive, a couple of guys outfitted and gave me one, then let me tag on a L4 mission to get to use it. Since then, I've given equipment and cash away to people who interested me, either because of their names, questions, or conversations, but NOT because they asked for ISK.
