Maybe because
a. They have to get an employee to manually do the move
and/or
b. They don't want people transferring characters across accounts completely unrestricted?

How about they don't want people stealing other players characters by transferring them, like with how some people let their buddies/family members use their accounts. Or maybe if people do it 'accidentally' which you'd think isn't possible but somehow people claim they made mistakes on remaps. Or maybe it is to dissuade the 'sale' of characters by players without CCP getting a piece of the action.
Or it could be CCP just wants extra money when you take a character off one account and put it on another, possibly to stop using the 2nd account and only pay for the single account which leaves minus one paying account.

It would be too easy to sub an extra account, train a character up, move character when it's done for now, close extra account.

Hello Moonsayer Tsai,
From the Character Transfer FAQ:
1. Why do I have to pay for transferring my character?
As your character is your identity in EVE the transfer of such an identity needs to be limited. Identity hopping and alternate character abuse are immersion breakers in any virtual world; this is why CCP has chosen to limit this as much as possible. It is clear that some players wish to donate their characters to their friends so we want to keep this possibility open. The surest way to prevent abuse of this feature is to have credit card records backing the transfer. All abuse/hacking/exploitation of this feature will be treated as credit card fraud.
