hey guys if someone is already locked onto me how do jammers and dampners work?
Would the jammers remove there lock and would the dampners remove there lock untill they were in range?

Yes on both accounts.
Every ship has a different type of sensor system.
For instance, a Caldari Scorpion Battleship has a Gravimetric sensor strength of (16?)
In order to jam the above ship you would need to have enough Gravimetric or Multispectral jammers (adding the values together) to beat his sensor strength of 16.
Note that players can add modules that boost their sensor strength, making it more difficult to jam.
I haven't used dampeners much, but as far as I know, that is how they work.

good its just i'm gonna buy a scorp and fit 4 jammers. and i was wondering untill i have better skills to lock on quicker, i expect them to lock on to me quicker than i can lock onto them - so i was just making sure when they have already locked me both of these ways work

If your not sure how jammers and dampners work, I would buy a Blackbird first and get used to them. But thats just my opinion. Hey, if you wanna learn the hard way go ahead!  -----------------------------

Sensor dampeners reduce the range that a person can target you at. A few of these aimed on one particular ship will reduce its targeting range quite nicely. =) Course these can be countered partially with sensor boosters, but they are not as "strong" in increasing sensor range as sensor dampeners are in decreasing range. (hope that made sense )
The Caldari Blackbird is the best cruiser for EW. Grab one of these - they're not too expensive - and play around with some corpmates. Once you have tried all sorts of modules, jammers, scramblers, webbers, boosters, dampeners, ECCM bursts etc... you can have a really good idea what they can do for you in certain situations.
With regard to EW ship setup, you'll find heaps of threads in the Ships & Modules forum, where ppl have posted their ideas and setups.
