At the moment, a very small elite control all of 0.0 space. If the act of renting space is banned then alliances will have to limit the space they control the space they actually need.
This might then reduce the amount of naps and slow down the numbers games. I remember when an Ishtar launching all its drones (pre-nerd) would lag out a system, then when the system limit seemed to be 300, then 700, then 1000 and now 3000+ in LXQ.
It difficult to get a foothold in space with people wielding these numbers. And mindless noobs drones will still complain about the lag in game caused by themselves.
Best way to reduce lag is reduce the numbers and one way in this direction would be to ban renting space. Each alliance for themselves. NAP if you must, but no exchange of isk or materials between alliance to be allowed for the right to own space.

CCP actually started implementing treaties to put game mechanics behind the renting part.
if you want to reduce numbers, make traveling more expensive. time and isk wise.

This is not doable. If one alliance pays another alliance ISKs then that is their own business. If the deal involves protection of territory then you are at the core of the game.
It will not be possible to determine who is renting what and then bann entire alliances for doing so. For example the payment of a ransom can also be seen as a payment of rent. You get owned by a pirate and pay the pirate "rent" for keeping your clone for a little bit longer. --

Should be doable, 1-Make it an offence to trade isk for protection/system 2-Make it so non alliance peeps do not benefit from system upgrades 3-Make owning too many systems too expensive.
Either way we gotta brak up the big blocs into lots of smaller more fun blocs. I know members of the uber blobs will be against this idea but guys, you donĘt need to get the most friends in game to win. On facebook, having lots of friends might be a good thing but eve is only game and seeking safety in numbers is not fun.

Why not just form an alliance of corps that have agreed to, pre-arranged fleet fights for sovereignty? You can mass up to push the other people out, then have your arena style battles. No game mechanic changes needed, especially one as silly as not allowing people to team up.
