Lets do away with the flagging, safe spots, insta jumps, and sentry guns.
In return set up a Concord gank squad that will spawn when someones ship is destroyed. The systems will have a percentage value. In 0.0 space no chance of them commming after a scummy pirate. 0.1 1%, 0.2%, 0.3 3% etc...etc. Now add secruity values of the scummy...ah pirate. -0.1 10%, -0.2 20%, -0.3% 30% etc etc etc. Then add in the social skills of character to decrease those chances again. So with a high skill dealing with CCP you can decrease the odds yet more say a level 5 can reduce it by 50%.
This way all will be happy scu...pirates can go after those care...merchants and miners hideing out in empire. And those careb...merchants and minners will know their deaths will be revenged by the Concord Ghankers....

Interesting use of the skill system. However I would be happy to just see away with the insta jumps.

Sounds interesting. As to doing away with instas. they had better make ships a whole lot faster than they are currently cause this is already a slow paced game. 10 minutes to approach a gate regardless of whether or not it's camped is not fun. The demise of instas will be the demise of my Eve account.

Some ok ideas but imo things are fine as they are.
As for instas... what do you think Mobile warp disrupters are for..

i thought the whole point of empire was for those who actually want some safety and are quite happy not to live in 0.0 - 0.4 and do as they were told a year ago if you dont want aggro stay out of nasty places......a lot of people have heeded the warnings and yet for the criminal element its still not enough...
before im slammed and told by the masses that eve is a pvp game eve isnt its what you want it to be and as it said on the box do whatever or be whoever you want to be and if this means pottering about in empire space earning a crust and not the mega millions mega corps or alliances make then whats the harm in you doing so
the whole point of eve i think is to allow every type of player to be allowed to play even those who may only play a few hours in a week and cannot take being podded so lightly as somone who eats sleeps and btreathes eve so has the isk to take it on the chin

I doubt this will ever happen now as traval has been nerfed to hell and back already, personally id rather be able to activate burners/mwds in warp, like it ust to be.
The speed bonus of the modules is far lower, the cap use far higher than they were back then, plus u can only fit 1.
Travaling anywhere is far to slow now, 99/100 gates the average player jumps though arnt camped, yet speed on approch to those 99 is reduced because of the peeps camping that 1%. Nothing against pirates, they have to traval as well, but its getting to the point where moving about in anything bar a frigate is needlessly slow. Moving a BS is a epic already.
/flamehat on maybe you ud prefer every1 to line up and wait in turn to be ganked at gates? Cos i think theres been ennuf nerfs already that assist gatecamping, a 1/2 good gatecamp can already catch anything bigger than a frigate on jump in, be content with catching the trafic going 1 way, and accept that you cant kill every ship that jumps in because they got core stabs on, if you want to catch them all, get more scrams on them to hold them down, they only have so many low slots.
And we all know u guys like to feel secure, and gangbang ur "victim" so u shouldnt have any problems beating they stabs, esp when 1 of ur slots is worth 2 of theres
Back onto the original topic, i think its a cool idea there would actully be 11 different system security levals, rather than just 3 like we have now

Oh here I come in my Hauler doing 90m/sec. Haha that Pirate thinks he can gank me, just wait until he see's my ship doing 180m/sec with my 10mn AB turned on.

Instas and instalocking setups need to go. However, before that can happen, we'll need to see more incentives in place to encourage people, even pirates, to put their possessions at risk. Instas won't matter if there are no more safespots afterall. Then the threat of retaliation becomes real.
For agents, we need to see more sophisticated in-system tasks. Solar systems are supposed to be big places. If you have to jump to another system within empire without instas, you might as well be compensated more.
The solution is not simple. It cannot be successfully accomplished by the removal of a singular game mechanic. The cancerous node is located in the brains of the human participants. The are mischievious, unsportsmanlike, recalcitrant and look to their own advantage continuously. You will need a whole host of game mechanics to substitute for the need the excoriated mechanic previously fulfilled. The tricky part is choosing a replacement mechanic that changes the way people behave to a more desirable outcome. Lastly, you cannot depend on idealistic, voluntarist sentiment to improve a virtual environment even a hundredth part of the time.

Insta jumping and insta locking take preparation (loadouts and scouting/bookmarking) ad are fine, imho.
Having an extra hoop for the gate campers to jump through to nullify instajumps is good, imho. But the bubbles are bugged still, it seems. I've actually had a bubble HELP ME escape from a gate camp (I didn't have an instajump).. the bubble acted on me, as if I did have one and I landed right on top of the gate.
To just simply remove these elements from the game altogether is a counter productive solution, in my opinion. I like the idea of piling-on more game coding instead of removing it.

Indeed, you can cause some damage to foolhardy gate denizens if you have the right equipment. Opportunism not-withstanding though, casual incentive based mechanics are constantly working against this.
The pressure toward instalocking and instajumps leaves or should leave a bitter taste in the mouths of those who lean towards being civilization fans. Seeing hours or days of labor disappear in a few lag-filled seconds usually doesn't leave me annoyed. I'm too comfortably numb for that, huge losses, once lost, are simply gone. But since most of us live in the future of our character, certain propositions begin to seem no longer worthwhile or untenable for a sensible person. Granted, eve isn't supposed to be turn based.. but I get destroyed more frequently taking off from a gate than I do arriving at one. The sensible response to that would seem to be to avoid those areas. Being a rather less than bellicose empire dweller the vast majority of the time, prudent discretion comes easilly to me. However, I find the popularity of this sentiment to be rather tragic.. but it is practical, it is the appropriate and necessary adaptation.
What I've seen about fighting in EVE is contained in the following formula: If I am going to seek an enjoyable moment with high utility in EVE, I need to fight, even if for a few seconds. If I am going to fight, I am going to get lag. If I am going to get lag, I am going to lose both my ship and my clone no matter what because even my gui command interface will be lagged. If I am going to die, it will take place in a matter of seconds. If I am going to die in a matter of seconds, it will take X number of unpleasant (negative utility) hours or days to replace my vessel, clone and implants which will bear a relationship that will decrease gradually from stupendously disportionate figures to slightly less stupendously disproportionate if I stay out of combat, either within empire or within a safespot or offline. Ergo, the longer I stay out of combat, the greater the utility and pleasure may become. This is the formula for adaptation to happiness in EVE. No wonder some people become sullen when they are instructed to adapt or perish.
I believe that quite separately from fleet battles and cautious gate-based pot-shotting and even from the voluntary dueling callouts is a game for the bloody minded just waiting to be developed. Thus I can't incautiously advocate the removal of any one feature. Rather, I can only advocate the implementation of a variety of substitutes or even crutches.
I've seen interesting ideas for less well organized players for faction-based forms of npc security presence rather than the monolithic concord entity. Less organized players should be able to help gradually change the landscape of empire afterall. And for the advanced, or organized players, I've seen and encouraged ideas pushing for the ability to have national borders, war fronts, and supply lines, and where being behind enemy lines is a risky proposition. These revolve around controllable sentries or in some circumstances token npc harrassers you have to supply yourself and sundry ideas in a similar vein. Or the ability to have no safespots anywhere, where the only safespace is behind zones of control, either held by npcs or more tenuously by player factions. Granted, the ideal for territory control is not for players to be able to control highways, but rather dead-end sidepockets and constellations. No passive defenses should be inimical enough to warrant control over a highway for any profitable duration of time. These are simply examples and not positions I will defend here. I don't even care for all of them.
EVE will never get away from economic and political mechanics based around highways until npc-less space begins to look like more than a tourist destination. The structures we are currently able to construct there are interesting, but they plainly only serve a niche role. They by themselves do not endow any stretch of space with a very tangible distinction in how local game mechanics revolve. Space keeps shrinking to a few hundred kilometers surrounding gateways to nowhere special and I find that course to be worthy of approbation no matter how insistently the participant actors are inclined to remain as reluctant and as exploitive and as human as possible.

This is one of the dumbmest ideas I've ever heard of.
No safe space anywhere only means that a larger organization can strongarm anyone in any area. Having this possible in all areas means the only ones making ISK will be pirates or those with a lot of escorts or connections. It would give those playing the game a longer time a huge advantage.
It would mean the end to solo mining, period. The costs for basics like scordite and veld would go through the roof. This would cause ships to increase in expense considerably. And with more of them getting blown up.
The pride I'd feel when Concord ganks a pirate in a 250K ISK frigate when I lose my 15M ISK mining barge is hardly a consolation prize when the insurance covers only about 5M ISK. I for one, wouldn't be happy at all, dead pirate or not.
I can't believe I'm listening to pirates whine that they don't have enough advantages already. 
Wanna be a real man? Then go mine in some 0.4 space with an unarmed barge you sissies.

I agree with getting rid of flagging, however, safe spots can be countered through the use of probes (yes they do work), Insta jumps...well end of the day not everyone has them/uses them so there are still plenty of targets or alternativly if in 0.0 drop a mobile warp disruptor after all that is what they are there for and in referal to the sentry guns unfortunately without there would be many issues created in high sec space by pirates moving quickly from belt to belt and between safespots killing newer players and avoiding concord.
But these are just my opinions don't like them well post yours instead of flaming me.

NPCs aren't as much fun. They don't eject pods which you can kill afterwards, that's one of the best parts of killing other players
