I have received my 2nd reimbursement in two weeks for purchasing a character from a hacked account. The Character Bazaar appears to have spiked in suspicious character sales. It used to be easy to spot a phony sale, 3 lines to describe the character being sold, the terms and buyout price. Part of the problem is is that the "sellers" have become more verbose and communicative when directing questions regarding the characters towards them.
My concern is that under the current system the "seller" needs to receive you account name, which in turn leaves the buyer susceptible to further hacking attempts. The amount of GM time wasted to verify the legitimacy of the transaction while under petition must be increasing. The current system for selling a character simply does not do enough to protect the buyer or the seller during the process and is need for overhaul.
My proposal is that the waiting period for character sales is extended from the current 10 hr. period to 24 hrs. During this time the buyer and seller place their ISK and characters into an escrow of sorts which will make both the ISK and character unavailable to be used. A GM will then (time permitting hence the increase from 10-24 hrs.) review the transaction and its legitimacy. The character being purchased should only need be given a name of another character on the buyer's account (similar to how Timecode sales are performed) in order to complete the sale. When verified, the GM would release the ISK and character from escrow.
Its a rough solution, certainly will increase the amount of work initially for the GMs but over time fraudulent sales would start to trickle away. CCP do not make any money from fraudulent sales, only the legitimate ones. Raise the $20 fee if you must, but a new system is needed.

I swear, I saw a topic just like this only it was yesterday. Maybe a good idea, but I'm guessing character sales aren't happening often enough for CCP to worry unduly. If they are happening enough, and this problem is happening enough, rest assured something will be done, most likely along the escrow lines.

you know i saw an idea used in a blizzard game that seams to work pretty well.... its called Worl....... Ha got you Starcraft2, in order to add a player directly by there character names you need a player code which is a number located in there add a friend screen. modify this for eve
when a player wants to aquire a new character they hit a buttion in the log in screen that says character managment , this generates a code that is long and hard to reproduce. this code is then given to the seller who also hits the character managment button and inputs the code for the char in question , this prompts the buyer with a in game contract to pay the agreed price, when payed the character goes into what ever character limbo they do before the transfer is done and in a day or two they appeaar in there new home.
this way both the buyer and seller have a secure means on character transfering with out having to release the account there from and leaves a paper trail for traking stolen accounts
