I've seen bits and pieces and did the google search of the forums to see what works and what doesn't.
Just to be clear:
Sensor dampers DON'T work?
Sensor Jammers DON'T work? (100 strength in everything confirms this)
ECM Bursts DON'T work?
Nosferatu's work but don't drain NPCs?
Webbers DO work?
Anything else you can add would be nice. Trying to go deep-space with some friends to get the zydrine I need for my new Ferox. Would rather not show up with useless modules.

have a look on eve-db, all info regarding sensor strength and amount of cap is on there for every npc. I tried ecm vs npc once, it worked but they just ran then warped off before i could kill them.

EVE-db.com seems a bit outdated; I use Eve-I.com and it seems to work pretty well. I'm fairly certain that most EW is useless against pirates, but I wanna get some definative info from the masses :)

Um... warped off? Are you sure it was an NPC?
And yes Corair that is all correct. You can only ever tank NPCs, kill them, or cloak and hide from them.

Feh... I was hoping someone wouldn't say that... oh well... Looks like I'll be on "keep barge alive" duty lol. Probably pack some EW stuff for players that decide to be funny.

Yes they "warp off". You can even scramble a rat.
In fact the ONLY one officer spawn I've come across -and could kill at the time- warped off from me  (after almost whooping my a$$ the first time I went in lol)
On the topic...
 You can use tracking disruptors on npc's (realy helpful sometimes if you're hunting with company)
You can use nosferatu on npc's (the cap they have for you to drain varies from around 100 , upto 1k but is usualy around 400 for each rat... THEY DO NOT USE THAT CAP FOR THEIR WEAPONS/SHIELDS so draining them just adds cap to you)
web works ofcourse
ecm burst doesn't work, ecm needs ermmm...25 multispecs to jam 1 target so that's a no-no  and sensor damps don't work either.

Jamming NPCs was changed in a patch some time ago, giving them really high stats that made jamming worthless.
Mind you no one told me this on my second trip to 0.0 the night they did this. Jumped in with my 1337 new scorp with my corpmates coming in behind me. I was soooo mad that night.
Atleast I got to spot belts for my bubbies the rest of the night
