First off i need to state that i know very little about your server architecture, but i would like to know how it works in simple terms.
Whats a NOD? Is it a super computer?
Is the EVE server comprised of NODs linked together?
How many EVE solar systems are in a NOD?
Do you have unused "backup" NODs that you can switch on to reinforce an EVE solar system in case of blob fights?
How many NODs can you assign to an EVE solar system?
Can NODs reinforce "on the fly" and automatically EVE systems that go from 0 players to 2000 in a matter of minutes?

Most recent blog detailing server architecture: link sauce. Specific to what you're asking: 1 system per node is how location nodes are currently designed. For best usage 1 node per CPU due to limitations of python it is not multi-core. There is no ability to dynamically reallocate what CPU a given node is on without resetting the node. Something to do with making sure the state doesn't change while it's moved. Reallocation takes place at downtime.

Further, what is the two-dimensional polarizability of the system in the plane perpendicular to the axes of the wires associated with the NODs?

You seem lost, allow me to guide you.
You see, CCP has lots of super cool computers. These super cool computers connect to other super cool computers to make a network of super cool computers. These super cool computers use hamsters and hamster wheels to make super awesome calculations super fast. Lets just say these things can add and subtract faster than you microwaved that ham and cheese hot pocket this morning. These super cool computers then connect to this gigantic orgy of wires so they can communicate with other super cool computers around the world. We like to call this thing "Teh web"

I'm paying good money to play this game, i think im entitled to know. And what about the overcast? Does that effect the sparrow?

No sparrows are unaffected, only swallows laden with coconuts are thrown off by the overcast.
