You can't really tell at that resolution. They're certainly not 3D in that shot, since you have two ships appearing in different areas that look exactly the same. They're just bitmap tiles. That very picture is actually depicted in their own Book about EvE for thoose who dont know its a Visual "guide" to some of the early eve designs and the story of some of the shpis up untill revelations ...... theres some awesome awesome artwork in it Link

Not even in the Beta.... And on that note, the Beta tutorial was awesome! Drops you in front of an asteroid after making your character and essentially said, "MINE MOFO!" As you sit there trying to figure out what to shoot the asteroid with.
