I've seen some rather amusing threads before about loltastic ransoms...one pirate I remember ransomed a player in a low sec system while the pirate was docked in station.
Like Aiwha said, it's usually worth a try.

Just before Apocrypha I was scanning out a low sec system in my Anathema and someone entered local and asked for safe passage for 30 minutes if he contracted me a Taranis as he had some stuff to haul out of system. I didn't say no... and I honoured the ransom
