You already screwed up by buying the damn thing.
Keep it unfitted until CCP fixes them, otherwise it might break or something.

There are really two things for a Blackops to do.
1) Act as a covert-ops jump bridge into a cyno jammed system.
2) Act as a surprise hot drop into a cyno jammed system.
Everything else can be done better and cheaper by a Scorpion or a carrier.
For 1) you don't need to fit anything beyond a jump portal generator, maybe a cloak if you want to be cautious.
For 2) Fitting ECM is a waste, so treat it like a jump capable PVP Raven(that isn't all that good).

Course the Widow sucks at this role compared to the other black-ops, so fit it like that, hot drop and pray you don't get counter blobbed.

Join a WH corp and be the pinata for sleepers as they shoot at you and only you while your corp kills them.
High:
5x rocket launcher Defender
Mid:
4x Racial Meta 4 ECM module
2x Invulnerability field II
2x Shield resist hole Amplifier II's(don't have the info now)
Low:
Damage control II
Power Diagnostic System II
2x Hypnos Signal distortion Amplifier
Rigs to taste
1-2 logistic ships

Why exactly does it sux? Because of torps and it's range? Or slowness? I'm curious what makes the other black-ops better in that particular role you described? I could imagine the Panther has some advantages because of high alpha (with arty) + superior speed? Or the Redeemer due to it's tracking bonus?
If so, wouldn't it be better to exploit the ECM bonus at least to some extend? Maybe 1-2 multi jammer + some tank + good damage?
