Edit: Had been considering a small blaster fit Thorax.

Well, if you want a good chance at getting away, you probably won't want to fit blasters as you will probably end up in Point/Scram range.
Take another look at the Celestis. With sensor dampers, you can cause your enemy to be unable to target anything unless it is very close and force them to take extremely long times to lock. With your enemy unable to target you due to reduced range, you can GTFO if needed. The ability to reduce your enemy's targeting range and increase their targeting time are of use to any fleet that would fight at the edges of the enemy's targeting range.

The Thorax... ehhhh... the problem with the Thorax is that it can't really do what you're aiming to do (which I interpreted as wanting to be defensive, fast, and damaging... you can, at most, only do 1.5 out of the 3).
My advice would be to look into interceptors... specifically the Taranis.
With gangs it can act as a fast point... alone it can tear up most frigates... and because it's quite fast it can usually GTFO when the situation goes sour (keep in mind though that if you are blaster fit this may not be an option as you may be scrammed and/or webbed). _______________________

A rail Taranis might be better at getting away than a blaster fit. It's quite fast and it'll want to fly somewhere around the edge of scram range. The downsides are that it won't be as good against bigger ships (no tracking advantage), and it's not so good at tackling for a gang. This is very much a frigate vs frigate 1v1 option, in a world filling up with Dramiels.
Another option is an Ishkur, with a spare flight of ECM drones to GTFO. That could also be a rail fit (MWD/point or AB/scram) that fights other frigates, or a scram/blaster brawler fit that risks more but can take on bigger targets.
I guess there's no reason a Vexor can't carry ECM drones, something like a flight of Warriors, a flight of Hammerheads, and a flight of Hornet EC-300s. For that matter, the blaster Thorax with medium ECM drones is a classic.

You wanna be able to gtfo?
If youre flying cruisers, use an AB and range controlling web, getting away from other cruisers won't be a problem then :)
Or you could use a skirmish ship like taranis.
