Where can i get one of these? i cant seem to find a loyalty store that has one. i want to earn it instead of just buying it from a contract.

As the other poster stated, join the Gallente factional warfare and grind away with a factional warfare mission agent. I gave up on this route after every single mission requested (20 requests over 5 agents), wanted to send me between 18-24 jumps through .0-.2 space to get embarrassingly tiny amounts of LP. How's that for risk vs reward?
Just do yourself a favor and buy them off contracts, they are usually around 350 million ISK.

Apparently the secret to farming Navy Domis is to cap plexes in FW until you have the standing to runs L4s. Then grab a Stealth Bomber or Ishtar, hit up as many L4 FW agents as you can, figure out the easiest route, trigger all your mission beacons, dock up for awhile, then comeback and blitz them by just killing the necessary target in each mission.
At least that is what I have gathered from observation and discussions when I had an alt in gallente FW. I tried it myself, but was grinding standings by doing L1-L2 missions. Don't do that. It is mind-numbingly painful. Didn't even get to L4s before I gave up in frustration.
