Don't listen to what this guy's saying, he doesn't know what he's talking about. What you read about Gallente frigates on the forums is correct keeping in mind you want to learn how to PvP, there are fittings that might work, but they're still inferior to cookie-cutter frigate fittings other races use.
The Tristan requires missile skills which are a complete waste of SP for a Gallente pilot, to make it perform well you also need drone skills making it a frigate that requires SP in 3 weapon systems. It doesn't deal nearly enough damage to justify it's very short range, speed and average tank. It's a standard Gallente case where you can easily get exploited by anyone. Overall it'll perform below average, but if you really want to fly it, here's a fitting (throw meta level 1/2/3 where it's cheap):

It's a very straight-up setup, easy to fly, but far inferior to other frigates. And unlike the Punisher or a Merlin, it's completely outclassed by a Rifter in literaly ev'ry aspect of the game.
As for the Incursus, it only has 2 low slots and 3 high slots meaning you won't put out a proper tank for low security space PvP (i.e. killing ratting cruisers, baiting big ships on gates, etc.), it doesn't put out nowhere near enough DPS to justify how fragile it is. It's only good with very high SP and T2 fittings because then you can brawl players worse than you, kill some interceptors, kite small ships etc. If you want to roam and actually have a selection of targets, don't pick this ship.
Really i don't know why you want to try Gallente, if you already have SP in Caldari, just pick the Merlin, because it's an awesome little frigate and it actually has it's strong sides and is up there with the Rifter.
