Obviously this is simply part of the WOW transfer. The one who accepted the transfer will be instructed by OP to post a number in this thread, and the OP will say that this person is the winner, thus legitimizing the EVE-end of the transfer.
But still, on the off chance that I'm wrong.. I'm gonna go with 13.
