I'm looking for an android app that will run on my EVO that supports multiple characters on multiple accounts to read my evemail with notifications. Prefer a similar layout to the gmail app. Must be open for payout. 200 million isk on delivery.

have a look at eve mail.
i think the developer will welcome your 200m :) (i'm use it myself and it works great)

yea, saw that, but was hoping someone would make a native app.

I think that it might take more then 200mil isk to get someone to develop one. Heck I would do it but I haven't had much Droid application development under my belt.

Don't think someone would create a native app for 200m. That's nowhere relative to the actual time. It would make more sence to create a webapp for that. On the other side, the guy from eve-mail.net offers your webmail and imap/pop access. What do you need more rathern then pointing your favorite imap client to the eve-mail.net account?
E-Mail notifications is always the best. I personally have a script running that forwards me every evemail to my email address. Your mailclient on your favorite mobile will automatically notify you. What do you need more?

Why wouldn't someone create an app for 200 mil? There are several no cost apps that are far more complex then an evemail reader. As far as using the eve-mail.net site, not sure I'm comparable entering my full api into another atm. I may try making my own script to forward it for me. The 200 mil was more to give someone some incentive.

I hate to say it but even simple webapps, programed for isk will range in the 500 to 1 bil marks, and if your really looking to get a very nice well fleshed out program, your not going to be happy with what you get for anything less then 3 to 20 billion isk depending on what your asking for, I normally pay 30mil/hr to 50mil/hr as I figure thats about what they would make if they were in game ratting instead of out of game programing for me.
Keep in mind this is if you can find someone to work for isk at all, at a reasonable speed. I am of course giving a general run down of the numbers from my experience in paying people to program for isk, when I was one of the admins with EvE-Hosting. From the Developer Side of the equation I would have to agree with Syberbolt8, if you wanted an basic application written to spec from scratch I would expect to see 200m up front and a further 300m on completion or the whole lot in a mutually trusted escrow from the outset. That would allow for the initial dev, two rounds of client consultation and a three month warranty on the code to fix bugs only, not add features.
If you wanted it to look good and work great you would probably have to approach a Designer and a UX/UI Expert at similar rates. If I had the time I would be interested but I only get ~10 hours a week to do EVE Related Dev and Play EVE.
Why don't you contact a developer of an existing Android app see if they are willing to add eve-mail client functionality to their app?

Seriously, you are all severely missing the intent of this thread. I am not looking to hire someone to write this. I am looking at donating to who ever does write this. The key difference would be if I did hire someone to make it, i would expect it be made exclusive for me. I just voicing the fact that I am willing to donate to person who makes an app that does what I want it to do.

I am sure if someone is working on it they would welcome the ISK so I thank you for your generosity. I suggest you approach one of the existing Android/EVE API developers, see if they are willing to add that functionality and take the ISK as a sweetener.
To me the original post read as a request for you to pay someone to write an app.

Somewhat unrelated (especially since the OP apparently already got what he wanted), but EVEmon will supposedly eventually gain this functionality in the future.
I myself have been considering taking this challenge on since I am having difficulty finding an application to do just this (as I am somewhat paranoid about handing out my full API to 3rd parties). ----------
