Well Josh I dont think you should count on friendlyness overly mucho 
Im in SE and I got blown away in an interresting fight vs a KROM member which are on the good list of BoB and operates there so I guess answer will be that there is no real answer

I think of BoB as individual corps working together without a central bureaucracy or charter, therefore I keep separate opinions of each corp.
ATUK - I trust these guys as an ally and friend. I see their ships in space and give them the same regard as SE or XETIC ships.
BNC - No exposure to these guys. I would be weary of them if I saw them in 0.0 and I was alone.
Evol - Mucho respect here but same as BNC.
m0o - I really don't trust them as a corp. I trust certain individuals but wouldn't be surprised to be blindsided by them as a group. Still, tons of respect.
RKK - See BNC. These guys seem more vocal on the forums than BNC but about as vocal as m0o and Evol.
I'd rather be friends/nuetral with the corps in BoB rather than enemies.

BoB is not an alliance, so the opinion for each corp is different.
ATUK - Nice guys and afaik they are Allies.
BNC - unknown.
Evol - bunch of arrogant ˝censored+ people with a rather large so called "e-peen". neutral afaik.
m0o - bunch of ˝censored+, thou some of them are cool.. they are also kos afaik.
RKK - dont know, dont care.

I think if BoB did turn on anyone, it would probably be in the name of fun and enjoyment. Thats why 99% of pvp corps fight the wars they do. It might get personal later on, as more grudges are introduced, but thats for the immature amongst us who can't handle good sportsmanship.
Blah, i feel all nice now, some1 give me a pot full of smack.

Anyway, I've personally flown through both XF and SE territory a while back without any problems made or begotten. So I'd call it a neutral zone at this moment in time. Some people in SE and a few in XF know how Evol works, and as such can comment on us. The rest would do good to shut up about the matter.

BNC are fairly pro-Stain despite us not having much contact with them. Hooded Monk Mining Industries (HMMI) left Stain on good terms and merged with us about 9 months ago so we have a large population of ex-Stainers, some of whom stll have many personal friends down there.
Xetic, we've just never had any contact with and we certainly have no axe to grind with them.
Speculation is fun though

ATUK are good chaps, don't really encounter the others much in the South I think I saw one or two Evol and M0o in hed ( I believe their business is largely elsewhere). BoB collectively seems to have interests everywhere.
