I think you more or less hit it on the head. The following ranges are off the top of my head:
Mercenaries <10km. They like hugging you much like Angels do. Angels: Most of their BS wishes to get within 8km of you and hug you close. There are BS like the Saint that will orbit you between 30-35km. Blood Raiders: The "Geddons" like to get within 25km while the rest stick around 40-45km. Serpentis: I havent fought them so much, but I seems to recall the "megas" like to hug you at around 15km and the "domis" sit at around 45-48ish km. Sansha is a good mix of close and long range. Beast and mutant lords will try to get within 15 km while the rest will sit at 50km, though I seem to recall some will sit at 35km as well. Guristas have BS (raven types) sitting at 30ish km but also many sitting at 50ish km (both raven and snakes)
Hope this helps and I pray other will be able to clarify or confirm my numbers --- I think violence in games only causes violence in real life if the person in question has an insufficient mental capacity to deal with the real world in the first place |

Some special chars can orbit at very long ranges but they are well documented in the mission guides.

the blood popes (1.2mil apocs) orbit at 51km. the other ones come closer I think. and the geddons (can't remember the name, but the pretty low bounty ones) come up to 14km I believe, I usually kill them before they get that close though.
as for serpentis, the megas do both, I don't remember seeing a domi version (only ever seen serpentis in worlds collide, the one in caldari space)
guristas mostly sit at either 37km (perfect for garde IIs without tracking links) or 50km. I don't really pay attention to which one does which as I usually afk ishtar gurista missions.
sansha I usually kill to fast, no clue where they orbit, but I make a nice ~50km wreckball in pirate invasion (get full aggro and kill them as they get into multifrequency range)

Don't forget your support skills, namely Motion Prediction (if you're using Gunnery type weapons). Get that up to 4, preferably 5 if time allows. It increases turret tracking speed.
That, mixed with a Tracking Computer II (with Tracking Speed script), and pulse lasers (faster tracking speed but shorter range), will turn close orbiting BS's into wrecks in no time. I can usually get them in about 5-7 shots while they're orbiting around 3-5km away. ____________________

so for Serpentis mission rats you want the figures in the orb columns Serpentis info
For example a core barons orbital is 5500m.
i dunno how up to date the info is (site is old) but it seems to still apply to belt and anomoly rats so i guess it will for mission rats too.
