Ok, idea is simple, first step get rid-off the learning skills at the next expansion, add the points to character and make the invested skill points available for redistribution (pipeline already available)
AND/OR
Idea for making skill books: As part of the idea to slowly convert npc sold items to player items ... books can be "requisitioned" to the player, as some kind of book BPO [or like a 101 guide for player to experiment with and slowly generate the book to be sold on market] Anyhow ... by the use of the station sockets (as mentioned in the 2008 fanfest ) a player can duplicate the book, or make the capsuller version of it to be "downloaded" to the brain ... inject or what not ... how ever capsullers learn stuff without having to sit on a chair and read all day. ... anyhow .. once the conversion is done there will be the injectable version of the book for player usage .. than it can be seeded to the market.
at this point the "learning" skill can come into play as a way of increasing the requisitioning time for the books .. like the higher the rank of the book .. longer it takes to make .. but with the learning skills .. it can be reduced by 2% and etc. ...

I'm actually in favor of this, and I'll explain why.
The main reason is the nature of character transfers and purchasing. I have a personal distaste for it, and this allows for the character farmers to have their role in game as opposed to a metagame feature.
Implemented rightly it would allow various levels of skill books to be bought, increasing the spread of the benefit of character farming across the various player levels, as opposed to PLEX buyers/older players.
If it was to be done it should certainly be linked to science, and you could still get rid of the learning skills and replace it with something related in that branch.
I would personally also like some time cost to injecting the made skill books, but then it wouldn't be quite as competitive with character farming. I'm sure costs will reflect this.

I would generally be in favour of some version of that.
Technically that idea is unrelated to the removal of learning skills, which I completely support (attributes raised to the equivalent of 5/5 or 5/4 and the sp spent on the branch refunded for redistribution).
