Mainly: - Can Scaps warp if they are in the bubble or is it only infinipoint that stops them? - How long does the bubble last? - Are double WDFGs viable or should I fit guns/ nos to stop neuts?

bubbles stop them as well as the infipiont

as long as the HIC has cap (see module attributes)

multiple infipionts work just fine, i think only one WFG in bubble mode at a time though (nasty penelties)

That's pretty much it.
Double WDFG is very advisable. I usually have 1 with script, one without. The scripted infipoint has better range, and sometimes you really dont want a bubble up.
Missiles/turrets should generally be the lowest priority when fitting your HIC (unless you're soloing with it ofc). In fact I usually fit a rack of small ACs on my Devoter, to kill drones.
The big vulnerability HICs have is being neuted; a cap booster is recommended, even if it's only a small one. Apart from that, it's generally advisable to go for maximum EHP. A Devoter with 2x 1600mm RT, 1x Faction EANM, T2 EM+Thermal+Kinetic hardeners, T2 DCU, 2x trimarks is hard to beat here.
For lo-sec, the Broadsword or Onyx come in to their own, since they can easily passive-tank gate guns.

Here's my personal favorite. 115 EHP, with enough nosferatu to make it essentially neut immune. A combination of ECM and extremely heavy neuts will eventually shut it down, but it's not an easy enemy to make go away.

Being stuck in your own bubble is totally awful. If you aren't going to be fighting capitals and you're not a lowsec pirate a light dictor is the way to go.
There are alot more things an FC can do when he has the ability to place bubbles without a friendly expensive ship in the middle.

Both ships have their uses. Sometimes the FC appreciates having a bubbler that cant be alphad by a sniper mach...
