Your price range is not reasonable considering what you want - 90 million skill points (and you're rejecting anything even remotely close), plus EXTREME PVP focus, plus all the capital skills at V.
You're not going to get it at the asking price, period, the end. You're looking for a very rare 35~40b character. You're not going to get it for 27b. I mean, for starters, you're talking a character that has probably 8 billion worth of skill books plugged in, PLUS 22 billion (conservatively) worth of plexes to cover 90m SP training time. That's not including anything for the rarity of the character or the focus it has, etc.
In short, you're not going to get what you want, and you're being extremely rude to people in this thread trying to help you out.
