It's also, coincidentally, the amount of cash new pod pilots start with. Recycling alts for this purpose is probably an exploit, too, so you might want to stop adding those 5K ISK increments to your bounty before CCP catches you...

I really did just wonder if you could see who'd done it - I thought it was the local customs at first as it seemed to happen each time I jumped into 1.0 and they tried to shoot me :)

It should be a fleet of CCP employees (like 20 or 30), each with a variable bounty reward. Have them all leave Amarr at the same time.

It is not a prize for your head, it is a taint on your character. For good to survive it suffices for evil to acquire a deadly, incapacitating disease.
