Last week I came across one pretty good find and one really awesome find via contracts in the Vale region. First was a faction fit Tengu for 300 mil, I can't fly it, but I know lots of people who can.
Some people PVP in Eve, I like trading and finding deals. I spam the contract button for hours at a time I come across ask prices that are clearly wrong, but I snatch the loot up mark it up and make a profit. I have alts in multiple regions. Relevant because while the Tengu was a great deal I would be hesitant to say it was fire sale priced as I have seen the same go for cheaper.
Later in the day I snag a contract for 1.5 billion for a large quantity of POS fuel, 6 POSES, Capital Ship mods, etc. Low ball guess I would say around 15 bill worth but could easily sell for 30 over the course of a couple months. Awesome deal. I was certain it was one of those cases where the seller missed a zero. I had checked out the name of the toon (Trader Gaal) and corp (Bank of Majesta) information and while I didn't recognize I strongly suspected something was amiss but who knows. In either case I expected a teary eyed mail to follow.
Sure enough next morning I awake to find said e-mail. Account was hacked, blah, blah, yaddi-yadda, "I will give you your isk back plus 15%). So I am thinking at this point that it is some sort of holding corp and the account wasn't hacked at all but someone with access to the account decided he didn't want to play nice anymore. Well, that really annoyed me so my counter offer was 25 billion.
No word. Day or so goes by, then the alliance big wigs get involved. Seems that the persons account was indeed hacked and so confirmed by CCP. Petition then goes around, unbeknownst to me that the person wants their stuff back. CCP says no but they did give them the isk back. So in the end I get negotiated down to 9 billion and I keep the Tengu (it was really shiny)...I can't believe I settled so low. But as part of the deal I get ragged on for not doing the ethical thing.
So my question..working as intended or should I have just given the stuff back (less costs of course)? On a side note I am a habitual scammer as well and have no problems taking people's stuffz (no corp thefts though that's just tacky).

Assuming the story is true, the short version is that they were lying about being hacked. If they truly were hacked, CCP would simply take the stuff right out of your hangars, if they felt like it. If they didn't, then CCP either reimbursed the guy another way (creating the stolen stuff out of the thin air, and emptying out the hacker's account), or they were talking out of the wrong end of their digestive system.
I'd make a petition about it: Protect your ass just in case, and if they were lying about CCP's involvement, they can get banned for it, which is always fun. :)

They did petition it. Paraphrasing - CCP said that my contract to buy it was honest and they wouldn't take the stuff. They did give them the hacked isk though. TBH this was all done over and above me and it was a copy/pasted petition log that was sent. Further I saw on the character Bazaar two toons ads that belong to the person stating account was hacked. So, I don't know. I am not 100% convinced - even if CCP confirms.

Hell, I can copypaste a petition response that says Senior GMs at CCP all wear pink tutus and drink raw absinthe at work.
Only a GM response directly to you is a credible source.

CCP couldn't give a rat's ass about the stuff that was sold through hacked accounts. Players who brought stuff through hacked accounts paid for it through legit methods. CCP don't create things out of thin air because someone's account got hacked, got their stuff sold through legit methods.

On topic though, if you find out it is true...moral obligation suggests you should give it back...but this is Eve...game mechanic...working as intended?

No in eve your moral obligation is to go on about what idiots they are and how they deserve it cause their idiots lol to justify your behavior and deflect examination of your own character makeup.

quite wrong actually.
general procedure for hacked accounts is, you might get your wallet restored, but any mod that was sold, you will never recover it, unless the guy who bought it is a nice person.
so no, t l wasn't in the wrong. ---

The fact you sold them their stuff back at all makes you a better person than me.
Eve is always about taking advantage of someone elses misfortune. Back before the nano-nerf I once sold a couple of republic fleet over-drives for 6.7mil each. Couldn't believe it. Considered self harm. Moved on.
That's what this guy will do. Hell, he's got plural billions of isk to play with, he'll do fine.
