Just came back to the game. Looks like a few changes have been made 
I'm beginning a new character; nothing too bizarre, just a Minnie frigate pilot. However, now that Learning skills are out, or at least silly expensive where I've looked, I'm not entirely sure how to start training.
I've seen lots of threads on here shouting TRAIN LEARNING SKILLS NOW!!, but what about people like me who are starting over, post book burning? Should I just train up anything before we get these new attributes put in?
Thanks for any advice; don't think I'll be alone in this predicament.

I'd train the BASIC learning skills to 4 (they are cheap at 45k each) and put some implants in (+2's or +3's if you have the money) and then go for regular skills. That way you don't lose the 26 million ISK that the advanced learning skills cost, and you still get some speed from the basic learning skills. CCP will then reimburse those points back to you.
On the 14th your attributes will gain 8 points each, and you'll be set.

Pretty much all you can do is remap your attributes for something and start training for it.
What I would do: If you've got excess ISK lying around on another character, transfer it to this one and buy up the Tier 1 Learning skills. Remap for INT/MEM and start training Cybernetics I right away. Buy the +3 implants for INT/MEM and install them. Start training Analytical Mind and Instant Recall. Train up the rest of the T1 learnings as you see fit, using up that 100% training bonus. This option may not be acceptable to everyone though, due to the cost. ----- Ambush. Hit and run. Gank before tank. Speed is life. |

But that's my point. The basic learning skills aren't there, at least not where I searched (in Chaven and Ammold, respectively). The one's that are on sale have been inflated massively, to the point where it doesn't seem worth buying them.

If you don't want to spend the ISK for the books, just remap for whatever you want to train and start training. At least you still have the 100% bonus. ----- Ambush. Hit and run. Gank before tank. Speed is life. |

Oops, hadn't realized, but apparently CCP has stopped re-seeding the learning skills, and there's rampant market manipulation going on with the few copies still available; basic learning skills are currently in the 1-3 million ISK range, and advanced learning skills in the 20-30 million ISK range.
Just train regular skills then, don't bother with the learning ones. No point in spending that kind of money on something that's not going to get reimbursed (ISK-wise).
