So if I want to PvP casually, I have those 3 options.
In Empire: Go wardec some carebear corp and do it for kicks. Lame and gay. So I wouldn't bother. You'll get a few lolz but after awhile, it's tiresome and docking games will bore you to tears. And you hinder your own growth by not challenging yourself and nobody respects carebear hunters. Man-up.
Lowsec: Can be quite empty unless you linger around the FW pipelines. I wouldn't mind solo PvP and roaming by myself for a few hours. I'm fine with that. But it seems like everyone is in a gang nowadays. There is the FW route but I'm happy to just roam and try to pick a fight anyone. We could go the gang route but it's tough to find enough corpies online at one time willing to do the same thing. Not to mention that I don't want to hear people complaining how they haven't found a fight yet in 2 hours.
Nullsec: CTA. Hello? Some of us have a real life. You spend 4 hours prepping and roaming and then you engage in blob warfare. You die quickly and you're done for the night. This is assuming you join a nullsec alliance. Or you could stay in Empire and just go into nullsec and see if you can find yourself a fight.
Seeing if these are my options, I'd rather just roam by myself in lowsec with my T1 ships. If some corpies are around, then cool. If I die, I die. If I win, I win. If I get nothing from the night, then that's fine too. My iskies is made from indy really but as long as I have fun, then that's what counts.

I am in fw and like it.
I generally pop a plex in a very busy system and wait for company - pirates or war targets. I think I get at least as many fights this way as any other. The rats can cause problems for fights and often you can't find a plex in the system you want. But on the whole I don't think you will get more good solo pvp fights any faster.
Also rvb is a good way to do casual pvp in high sec. -Cearain

Let's not forget w-space people, 0.0 with a twist or two.
No local, no docking games, no supercaps, no gate guns or aggro timers, instead polarity timers and mass limits.
Even as a base it's a valid place. If you're a solo/small corp, you'd probably want a static lowsec to get random places to pew each day. Beats having the same neighbours (to kill and/or be killed by), surely?
And those that run the anoms out here tend to have expensive fits, I think I've made my last few bil this past month purely from my share of pvp loot drops.  |

You seem to think it is pathetic to war dec carebears for PVP.
Have you thought of Dec'ing 3-4 of the corps that Deck 3-4 carebear corps at once?

If you don't want the big fights, this is the best one imho. NPC 0.0 are lots of fun, and gangs are usually small to mediumsized.

You do know you can PvP in nullsec without being part of a huge alliance, right? And that even those huge alliances form a bunch of smaller gangs to go camp/roam/whatever? Go hang out in one of the NPC regions like Syndicate or Curse and have lots of PvP fun.

you can join fw AND still roam and find fights with non-fw people. in fact, joining fw gives you a lot more targets that you wouldn't otherwise get the chance to fight. i'd suggest giving it a try. --

What he said.
FW is a free wardec against thousands of targets. Join and just totally ignore the FW channels - you get more targets that you can engage on-gate or on-station in empire without having to tank the sentry guns.
You don't have to bother with any of the FW plexing/fleets/missions and it costs nothing.

Your view of pvp is pretty limited.
Empire: You can also use aggro mechanics to pewpew carebears.
Lowsec: Meh.
Nullsec: There are small roams. Lots of solo or 2-3 man teams with hac/recon or whatever. 2 hour roams that get actual fights. Plus a lot of black ops and hot dropping.

Empire - Station camps, wee :P
Low sec, can be fun but have to grind security
Worm holes - Can be lots of fun and sudden, often unplanned.
0.0 CTAs yeah, but quite often there are roams or home defense standing fleets to play around in.
0.0 or WH if you want the most fun IMO.
