I don't think so.
This isn't TQ. Killing (even engaging) someone outside station is against Singularity's rules, and shall be punished.
Both clusters have their own set of rules.

i was trying to group up my weapons and clicked the DD by mistake,
My bad, was lagging hard at the time...
i'l buy u a new carrier if u like, only costs a few 100k lol

I was next to Grez coincidently, I cynoed him in. Told him to pop me so I don't need to wait on timer, must've targetted him first accidently instead of me.

Its just one of those: "Oh im gonna get banned!!! In this case i just click it by mistake; my cat ran across the keyboard; a friend of mine sat on my PC when i was shaving my butt in the bathroom...." any of the above.
100 isk carrier or not you can't pull this kind of crap on SiSi, hope the ban fall and keep you warm for a long time.
