I recently unlocked a Lvl 3 combat agent in Caldari space and my current cyclone active shield tank is having way to much trouble doing them. Im a low SP pilot (2.5mil) and my skills are split between armor and shield tanking, I was wondering if there was a decent hurricane fit (shield or armor tank) that someone with my lack of T2 fitting skills could setup to run lvl 3 solo's with an upgradeable route to solo lvl 4s?

You really want to use something bigger for lvl 4's, you tend to get better damage and range with BS's. For lvl 3 have a look here, it's a regen tank which works quite well. The things that NEED to be T2 (or ar fairly easy to train for) I made T2, the rest is optional to start off with.
It's not very fast right now and focusses a bit much on tanking to make up for a lack of SP and experience in doing missions. Once you get better you can drop some tank for damage and speed in the form of a gyro and afterburner.

^^^ Also, can fit a named Meta 4 module instead of a Tech 2 to free up CPU or power for a salvager as well

id drop that explosion damp field for a afterburner sields already have a big resist to expl anyway... the passive shield cane will tank l4's for the most part but in the end is just lacking on the dps overall i think but you can def brun through l3 and make enough isk to buy a maelstrom for l4

Using the exact same fit recommended by the same guy (Rian) ingame. I have an AB instead of Explosion Damp. and I use 3x Gyro and 1x Track. DPS output of this cane is insane. Even if you go on L4s with this Cane you'll see that T2 is a necessity and that you can tank/kite them but I couldn't seem to shoot them effectively.
I'm going for Maelstrom for L4s since it can overtank L4s with my skills according to EFT (same SP as you if not a few points less). Something else that could maybe work is:
-People brag a lot about starting L4s in a Cyclone. Not sure how it works but tanking numbers are good. Standard AST fit with artilleries.
-A tempest I think you can actually fit this BS to do a reasonable DPS in L4s and to have a solid tank but you'll have to drop an AB (not sure if that's wise). Fit to shield tank same as Mael. (Don't take my word on this, it works only in theory for now, will have to ask some1 more experienced for it's real effectiveness).

t2 650 arties, 2 shield hardeners(omni is fine for L3s), 1 large shield extender, 1 afterburner, 2 gyro, 1 track enhance, 3 shield power relays, 3 field purger rigs, drones: mission specific (Hob does well enough if you don't want to swap them out); edit: forgot my 2 assault missile launchers, and the BCU
with the omni hardeners, the passive cane needs no changes for each mission except drone type (if you want to change them) and it tears through L3s. you may occasionally want to use mission specific hardeners for things like the AE bonus room. If your skills are good you can get away with taking off a relay. I've never lost more than approx 15% of my shields in an L3. if you don't swap anything out, its awesome for blitz grinding L3s.

A 3-cannon volley will take out most frigs at 30-40km and the assaults work with drones to chew up any frigs that get to close for the ACs to track.
I've done pretty much every level 3 and have not had to warp out once. It's a bit slower than I'd like but I've never dropped below 35% shield (going below 80% shield is pretty rare and usually only happens if I can't be bothered to distance tank so that the wrecks are all nice and close for salvaging). I can distance tank most missions without even needing the AB, it's just useful for moving to accel gates. I've tried an active armour tank too and much prefer the above setup. I'm currently working on my shield skills to make the transition to a Maelstrom for lvl4s easier, then Drones V so I can learn a bunch of extra drone skills, then I'll head for WU/AWU and T2 guns.
For level 4s I'd probably move to something bigger or do them with a friend.
