I fly a Loki around a fair bit, and i never use this.
I think it is next to useless (but yes it does have its Niche, albeit very small indeed) as the Chassis Optimisation subsystem does an excellent job instead.
%5 bonus to overall speed per level, or 10% bonus to AB speed?
Has anyone else found some subsystems they don't ever use?

Loki is faster and more agile on AB with Fuel Catalyst. So, its the best PvE sub, but unfortunately nobody uses Loki for PvE...

I've been flying a Loki about on the test server, and I use the fuel catalyst for 1v1 fights against battleships. Very niche, but it does the job quite well, as mixed with the immobility drivers it's near impossible to get webbed, and if you do get webbed you just fly closer to avoid fire.

Lokis in AHAC gangs use it. Like 1600mm plate and triple trimarks, but still going over 600m/s (over 800m/s on O/H). Yes please.

I disagree fuel caty & immobility drivers. Overload ab, web target makes vagas easy prey. Get +2'd no problem. You can overload longer than it takes to kill you prey unless it's an uber tank.
Tengu and legion oversized abs and decent active tanks using missiles? Still decent
Federation navy stasis's & rep fleet wd for justice.

try tengu with fuel catalyst and a 100MN afterburner
gets you more speed then mwd and imune shut off by warp scrams -------------

I use it both on my Loki and Tengu (well, the equivalent). Can't see much point in other subsystem for PVE. Speedtanking is king for smallish ships.

I actually use the intercalated nanofibers on the tengu, but that's for a whole different reason actually. ---

I use it on my loki all the time. But yes i do use mine for pve. i know i know.. heretic, hunt down and kill her for wanting to have fun. ^^

I think it's awesome. 
Though the fit I'm tinkering with is very different from the one above. (Wth is that? Still trying to make sense of the armor and empty hislots before judging it...)

Lack of mid slots forces me to go armor, lack of fitting forces an empty slot but it's not like it needs anything in there anyway. Drop the fit into EFT, grab a skirmish mind link and give it it's own bonuses, see what happens.

Why the cap amount sub instead of a power core multiplier, especially since you could fit a 1600mm plate? Why a sebo rig instead of a trimark? I'm not sure this thing could successfully brawl down a Drake.

Because not everything is about tanking EHP numbers and Face fcking people. If you checked it you'd realise this is a kiting setup, with an overheated point you can grab someone at 45km and hold him there regardless of what he flies and hit him decently hard with selectable damage types (apart from the valks, obviously). As such massive EHP isn't required, what IS required (if you meet more than one) is the ability to KEEP KITING (ie, cap sub over plate).
Now lets add some actual strategy here instead of EFT warrioring with numbers:
- you meet a dramiel (or other fast mover), at whatever range you catch him he won't do any sort of real speed anymore, if you catch him 10-45km you will always be faster and the fact he's burning his MWD makes his sig HUGE in relation to his speed so your missiles will tear him apart. If he does come within 10km your neut will mess him up and he'll still die. This is also why I'd rather opt for a "sebo" rig to lock faster, because the faster I can lock a tackler the sooner I can stop him from getting onto me. apart from that, your trimark makes the ship slower. If he's flying an intie with sig bonus the rigors will help taking him out.
- you meet a droneboat, his guns/neut aren't going to be an issues for you due to range but you do want the drones taken out fairly soon as they can hurt. Cool, you web a drone shoot it and with your rigor rigged missiles, job done and he's now toothless waiting to be killed. "Sebo" rig helps here with targeting the drones real fast.
- you meet anything that can't dps outside 40km, your tanking stats don't matter, he's going to die.
- you meet a small gang, this is where the real fun starts. Because of your cap sub system you can keep clowning around, keeping multiple targets at range with your webs, hoping for them to break up a bit while you pepper them with missiles (if you fit a faction MWD you can run it for a LOOONG time hoping for an opportunity to present itself).
- You meet stuff that can hit reliably outside 40km, they will either be slow (BS, drakes etc) or they won't have points (sniper hacs) so you have enough time to GTFO.
Would I rather have an LSE version? Yes please, better omni resists and shield regen helps, it'll be faster as well but truth is you can't make that fit while having the double web and the double web is the necessity. Partly for stopping the fast movers, partly for webbing the target and at the same time web/shoot his drones.

In fact this ship is fairly similar to a Curse when it comes to playing style, it's just that this one favours range over neuting, with more dps and better range control. meaning a Curse can take on some ships the loki can't and vice versa.

It's short one web, but I'm looking at the the same DPS, really. This is the fit I've been tinkering with. 13k more EHP, double neuts, and quite a bit faster and more agile than an armor version.

The cloak is there on tips from Vaga pilots I respect claiming its usefulness. I have mixed feelings about how much it poops on your scan res, but the res is very close to a Vag sporting a cloak. Take it or leave it. I believe a small neut would fit in its place if you hate it (increases your chances of breaking tackle on a small nos frig combined with the medium neuts, but doesn't guarantee it).
It's faster than a MWD Dramiel under the web (at least, unless he has Snakes), but you do have a point about the second web being useful against drones.
The ship is pretty much a giant bag of solo survival tricks...but I know I'm not a good enough PVP pilot to fly it properly yet.

Yeah, that fit has been posted here before and I like it. Different approach, "yours" is the uber vaga/huginn combo. Mine is the "I'm at 40km range, wtf is that loki gonna doooaaaaahhh IT HURTS, GET IT OFF!"

I'll have to take a closer look at how yours stacks up. I really hate missing module slots, so maybe some tweaking could fill it with something useful.
One question, and this may just be my ignorance (as I haven't flown a booster ship before): I thought command modules didn't give you a bonus unless you're in a gang?
