One of the major issues I have with the announced Incursion reward of the end boss dropping a BPC is that this item will have a very high value due to the difficulty in obtaining it. If it drops in a open can at the end of the fight anyone can snatch the item and warp off before the fleet earning the item can do anything about it, especially if the thief is in a CovOps ship. This being EVE and all I think the option should still be there, but the fleet should have an option to stop that from happening. Now a CovOps ship with a competent pilot is visible for maybe a second and the attacking fleet most likely is not compromised of many quick-locking ships with points. The combat itself would be pretty boring for these pilots.
During the discussion about the Echelon someone suggested something I think is a perfect solution: have the can that contains the BPC a locked container that needs to be hacked or salvaged. Not only does that add another skill requirement to the process and maybe involves one more pilot, it also gives the fleet at least one cycle of the module to react. If the fleet can not lock and point or destroy the thief before he can hack the can it's their problem, but now they have a real chance of preventing a theft that invalidates hours of work from dozens of people. The can should not be too hard to hack so someone with averages skills can open it within one cycle (he needs to lock the can as well). If the fleet is too slow to stop him - they should have brought better ships :)
TL;DR: Make the Sansha end boss drop a locked can that needs to be hacked so the fleet that killed the boss has a chance to kill any would-be thieves.

On the face of it I agree but its important to remember that some people have made a career of sneaking and grabbing. Ultimately I think its down to the fleet involved to protect its own assets and not to change a game mechanic to aid one group in particular.
I understand that you may consider it a small change, but i think it fundamentally affects the game for a number of players that while you don't necessarily agree with what they do already struggle enough to make a living.
NOTE: I am not a CovOps pilot and I am nowhere near the stage of fighting in huge fleets and grabbing high end loot. This is my outside observation.

To clarify: I don't want this on every can that drops, or every officer can or whatever. I'm suggresting this affects only the Sansha end boss can, nothing else. Killing that ship is a fleet effort that took a lot of pilots dozens of hours and a lot of risk to their ships if my interpretations of my tests on SiSi are even halfway correct.
A competent CovOps pilot will be able to sneak up close enough to the boss to instantly loot the can once it is generated - he does run some risk to be decloaked, but that's pretty random. All he has to do is to wait until the fleet drops the boss, grab the item and warp off. There's very little risk to him if he avoids the decloaking. If he is forced to hack the can he has to: - decloak - wait the decloak target time - run the hacking module - and wait the cycle time IMO the difficulty of that can should be scaled so one attempt at mediocre skills is enough to open it - it's just there to smash & grab. A salvager module would be even easier than a hacking module as it does not affect any tank. And it can be justified by "Analyze the wreckage to determine how it was built" or so.
That means a decent thief has to survive the fleet for ten to twenty seconds from the time of his decloaking. He can vary his chances by putting on WCS or modules/rigs that speed up the cycle time, the fleet on the other hand has enough time to at least attempt to get a point on him. It needs to be balanced to give both sides roughly even chances - in fact I'd favor the thief as he is risking his ship being decloaked and such. But for the attacking fleet, anything is better than no chance to stop this at all.
Disclaimer: I *AM* CovOps pilot and might be well tempted to try this stunt. Unlikely, but what the first BPCs will be worth... I cannot even imagine it.
