Its a tossup between:
Fast Talk 5 (I could gank more often)
Warhead Upgrades 5 (Better isk making)
Surgical Strike 5 (More dps from all my pvp ships)

unless you are on a Charisma remap Fast Talk is probably the best choice.
Spending learning SP on skills you would like to have but you don't want to remap for is generally a good idea.
